CLINKS BLOG: the latest on the probation reform programme

Her Majesty’s Prison and Probation Service (HMPPS) has published a target operating model for probation. This blog from Policy Officer Lauren Nickolls, outlines some of the new and welcome things to look out for as well as a brief overview of some of our ongoing concerns. The target operating model gives an update on the latest developments in the design of the future probation model which is anticipated to be fully operational from 2022. Broadly the model design outlined is in line with what has been shared by HMPPS previously in the draft operating blueprint and through market engagement information. CLINKS BRIEFING: the target operating model for probation

This briefing gives an in-depth analysis of HMPPS’ recently published target operating model for probation and its implications for the voluntary sector. We are providing feedback on these implications to HMPPS and will advocate for them to be taken into account as the model develops further. Some of our ongoing concerns include: a lack of progress on a commitment to reduce fast, verbal pre-sentence reports; the complexity of the Dynamic Framework which is contract-focused and doesn’t therefore fully support voluntary sector involvement; the availability of services led by and for black, Asian and minority ethnic people from day one; the practicalities of the new resettlement model; and the impact of the lack of transition planning on voluntary sector organisations. CLINKS TRAINING: building a broader income base

Do you hold a senior role in a small voluntary organisation (turnover less than £1.5m) that provides women-specific support in the criminal justice system? Aimed at senior level executives of small charities, this one-day course [25th March, London, from free] supports participants to develop their understanding of the different types of income available to them, and how to make strategic decisions about which to pursue, in line with their organisational strategy and their values. CLINKS TRAINING: writing successful funding bids

Do you have responsibility for writing funding bids in a small voluntary organisation (turnover less than £1.5m) that provides women-specific support in the criminal justice system? When you submit a funding application, how often are you successful? Your time is precious and good funding opportunities few, so come and learn how to make your applications as strong as possible. This course [1st April, Manchester, from free] will enable participants to: prepare effectively for writing a proposal; be confident deciding whether or not to bid; be aware of how to write in an appropriate and effective style; understand what makes a successful application or tender. CLINKS OPPORTUNITY: deliver a workshop at our annual conference

We are inviting Clinks members to submit proposals for sessions to be delivered at our annual conference on 12th May 2020. We are looking for interactive workshops to inspire people and remind them why they are doing the work they are doing. If you have a story of how you have stayed true to your purpose in the face of change, we want to hear about it. If you’ve had a bad experience, tell us how you adapted and worked through it to become a stronger organisation. CLINKS MEMBER’S NEWS: societal acceptance to reduce reoffending

Offploy’s founder, Jacob Hill, is one of 141 people chosen to be a Churchill Fellow, and will be visiting Brazil, Singapore and Fiji to live within their prisons and communities and understand how societal acceptance can reduce reoffending. The Churchill Fellowship programme gives research grants to individuals to travel the world in search of innovative solutions to the UK's problems - with a mission to inspire change in their professions and communities when they return. CRIMINAL JUSTICE SYSTEM: coronavirus guidance

Guidance on coronavirus (COVID-19) has been provided by Her Majesty’s Prison and Probation Service (HMPPS) and distributed to all prisons, probation areas and approved premises. Anyone providing a commissioned service should receive this guidance directly. Updates and advice from Public Health England can be found here. CRIMINAL JUSTICE SYSTEM: East Midlands probation service

HM Inspectorate of Probation (HMIP) has published its inspection of the Derbyshire, Leicestershire, Nottinghamshire and Rutland Community Rehabilitation Company (DLNR CRC), giving an overall rating of ‘Requires improvement’. The CRC was last inspected in September 2018 and HMIP recommended that it improve its case management practices. Little progress has been made since then. In the inspected cases, it found the management of risk of harm was not good enough at every stage, rating all four aspects 'Inadequate' - the lowest possible grade. The inspectorate, however, did note the CRC has some strengths. Individuals can access a comprehensive range of services to support them to move away from offending. FUNDING: music for youth in the criminal justice system

Youth Music is a national charity investing in music-making projects for children and young people (aged 0-25) experiencing challenging circumstances. Grants from £2,000 to £30,000 are available. Its funding is focused on supporting projects for children and young people who face barriers to music-making as a result of who they are, where they live, or the circumstances they’re facing. Funding priorities include work with children and young people who are, have been, or are at risk of being in contact with the youth justice system. Find out more and apply before 3rd April here

FUNDING: community safety in Staffordshire

The Staffordshire Police, Fire and Crime Commissioner is providing local grants to: improve community safety; reduce crime and disorder; and increase public confidence, in Staffordshire. Applications will be considered for grants between £2,000 and £10,000. Funding will be provided for activities which support these priorities: modern policing; early intervention; supporting victims and witnesses; managing people in the criminal justice system; and public confidence. CLINKS MEMBER’S EVENT: interactive theatre on radicalisation, hate crime and Islamophobia

Manchester City Council, in association with Odd Arts, is presenting an interactive drama performance on ‘Blame & Belonging’ [March 17th, Manchester, free]. This event is for young people aged 16-25 years who are interested in social action, community cohesion and challenging hate. This particular performance focuses on media influence, male radicalisation, hate crime and Islamophobia. It explores people inspired by the extreme ‘far right’ and also Daesh or IS. This will be an evening of live theatre and debate, exploring some of today's most challenging issues. Book a place here

CLINKS MEMBER’S EVENT: racial disparity in the youth justice system

EQUAL (the secretariat for which is provided by the Black Training and Enterprise Group) is running a panel discussion centring black, Asian and minority ethnic (BAME) voices on the issue of racial disparity in the youth justice system [18th March, London, free]. Since 2005, the percentage of black youth in custody has doubled, and currently almost 50% of the youth justice system is made up of BAME young people. The event will include a lively panel discussion with leading academic Neena Samota; founder of Wipers Youth CIC, Sammy Odoi; and youth justice board member, Keith Fraser. You’ll have an opportunity to ask hard hitting questions to this panel of experts in an extended audience Q&A. Register your place here

This conference focuses on restorative leadership and wellbeing, and is aimed at people at any level of leadership that are interested in modelling restorative best practice [24th April, Hensol, £250 - group booking discount available].
