Service Manager
We are looking for an enthusiastic and confident manager to lead on the delivery of our employment and learning support service, The Greater Manchester Education, Training and Employment service (GM ETE).
We are looking for somebody with project management skills and operational and relationship management experience.
Achieve deliver a range of learning and employment contracts in Prisons and Probation Offices.
The GM ETE contract supports people serving custodial or community-based sentences into education, training or employment opportunities through one-to-one or group work.
As Service Manager, you will lead and manage the operational delivery of this contract to ensure it meets it’s aims and objectives.
You will be skilled in managing staff and leading a high performing team to meet their targets. You will be effective in managing relationships with key stakeholders and partner organisations.
The successful candidate will have experience in delivering performance-related contracts, managing people and be skilled in the multi-tasking required of a successful manager.
You will be based in the M2 2JT area.
Job Purpose
1. To lead the delivery of our learning and employment contract into the service users of the Greater Manchester Probation Service.
2. To take a lead role in building and managing our relationships with key stakeholders and partner organisations.
3. To performance manage and support a group of Key Workers, Team Leaders and other staff.
4. To manage and develop services within Achieve to ensure that the team achieves contract objectives and targets, and those of the Career Connect Business Plan.
Principal Duties and Responsibilities
1. To manage a team of Key Workers across Greater Manchester to deliver this Education, Training and Employment contract to Probation’s Service Users. You will also lead the delivery of our planned portfolio of learning and employment activity.
2. To manage and develop the performance of a delivery team to meet targets, deliver agreed contracts and maximise income.
3. To review and deploy staff and other resources appropriately to meet contractual needs, develop local delivery arrangements that are well used and appropriately sited.
4. To act as key relationship Manager for identified customers, stakeholders, partner organisations and commissioners e.g. Manchester City Council, Greater Manchester Probation Service and our partners.
5. To lead and manage a number of practitioners across different sites to deliver their work to our participants.
6. To use data and performance reports from a range of sources to manage your operational delivery.
7. To make an active contribution to the implementation, operation and review of quality standards in relation to our work with people facing disadvantage, in line with our quality assurance processes.
8. Develop strong relationships with a range of subcontractors to ensure you and they can meet their Key Performance Indicators.
9. To take a lead role in the development of local delivery plans and contribute to the Charity’s strategic review process.
10. To work with Senior colleagues to extend the Charity’s professional networks and promote the broader Career Connect portfolio, influencing provision and seeking additional funding opportunities.
11. Attend and actively contribute to all management meetings and liaise with Manager colleagues to enhance the delivery of your team.
12. To make an active and effective contribution to the Career Connect Management Team, representing the Charity at meetings and for a involving a range of organisations and agencies.
13. To manage effectively delegated budgets, ensuring value for money in all Achieve resources including the deployment of staff.
14. To support the management of change and the development of the workforce.

Additional Duties and Responsibilities
1. Operational management of the contract across all of Greater Manchester.
2. Oversight, networking and liaison of other Achieve contracts, if/as required.
3. Effective working relationships with other Managers within Achieve.
Person Specification
1. Experience of taking the lead in managing activities regarding the provision of services for adults.
2. Experience in defining business plan objectives and managing the delivery of specified outcomes and targets.
3. Experience of building professional networks that include positive relationships with commissioners, partners and other appropriate stakeholders.
4. A strong track record in identifying opportunities to raise the profile of services offered.
5. A relevant professional qualification at level 4 or equivalent
6. Experience of client databases and other recording systems
8. A commitment to equal opportunities and experience of effective strategies in relation to this issue.
9. Knowledge of the range of Government Initiatives impacting upon the work of the Career Connect.
10. A minimum of two years budget and resource management experience.
11. An ability to demonstrate experience of leading a team of high performing professionals to achieve customer outcomes and business success.
12. A minimum of two years’ experience in line managing staff.
