Join ClinksUrban Outreach is a Bolton-focused, faith-based Charity and limited company providing personalised and coordinated care planning and support with some of the most vulnerable, chaotic and complex adults and young people in the town.
We deliver the following offender rehabilitation programmes:
• Eves Space – a women only project working with those receiving a short-term custodial sentence, women at risk of offending and those referred through the Custody Triage Programme. We provide intensive key worker support in the community and work on a range of interventions to prevent reoffending. We also support women involved in street sex work in Bolton.
• OARS (Offender Advice Rehabilitation and Support) – supporting homeless male offenders in the community on leaving HMP Forest Bank.
As a charity we also have contracts working with Troubled Families, Children Missing from Home, rough sleepers and the homeless. We run a homeless winter café, food bank, Local Welfare Provision.

We have proven experience of support workers establishing trust and engagement, being a ‘competent friend’ where wider support structures are absent. We are a Single Point of Contact and begin a personalised and coordinated care planning approach around needs and aspirations.
In 2013/14 within Eve’s Space 100% of cases had stable accommodation at case closure; 100% of service user’s surveys showed satisfaction with the service. 94% of women made progress in attitudes/thinking/behaviour; 87% in relation to accommodation, 86% in relation to health issues; 83% in drugs/alcohol; 82% in relation to finances, benefit and debt; 78% in family relationships and 61% made progress in skills and employment. 80% of the offenders worked with demonstrated a reduction in offending behaviour.
50% of our Troubled Families achieved targets and were classified as ‘turned around’ (39% the average for all providers in Bolton).
