- Monday 12 October, National Security, debated in the House of Commons
Accommodation
Homeless Link published a blog providing an update on the implementation of the Supported Housing (Regulatory Oversight) Act (SHROA), outlining discussions with the Supported Housing Advisory Panel about licensing, quality standards, resident voice, and the future supply of supported housing. The blog highlights concerns about delays to implementation, funding pressures on providers, and the need to protect and expand high-quality supported accommodation.
Homeless Link also published a blog welcoming new Housing Benefit regulations that allow residents of supported housing and temporary accommodation to keep more of their earnings when they take up work or increase their hours. The blog highlights the sector’s long-running campaign for reform and argues that the changes will remove a significant barrier to employment for people experiencing homelessness.
Courts
The Centre for Justice Innovation published a report evaluating the Dublin Drug Treatment Court, examining how the court operates in practice and its alignment with international evidence on effective drug courts. The report makes recommendations on referrals, treatment pathways, harm reduction, monitoring and governance to support the court’s role as an alternative to custody for people whose offending is linked to drug dependence.
Criminal Justice System
Civil Society published an article reporting calls from former charities minister Stuart Andrew and sector leaders for charities to be involved in government policymaking from the earliest stages, arguing that voluntary organisations are too often consulted only after key decisions have already been made. The article also highlights concerns about short-term funding cycles, procurement practices, and the need for stronger support for charitable giving and philanthropy.
Drug and Alcohol Use
Adfam published a report exploring the experiences of kinship carers raising grandchildren because of their child’s drug or alcohol use, examining family relationships, parenting challenges, emotional impacts, and the support needs of kinship families affected by substance use.
Education
In a guest blog for Russell Webster, the Prisoners’ Education Trust and Working Chance published a blog warning that cuts to prison education are disproportionately affecting women in prison, reducing access to learning, skills development and rehabilitation opportunities. The article argues that education is vital for improving employment prospects, rebuilding confidence and reducing reoffending, and calls for an assessment of the impact of the cuts on women.
Families
Prison Advice and Care Trust (PACT) and Children’s Legal Centre Wales published a report calling for a rights-based approach to identifying and supporting children affected by parental imprisonment in Wales, including the introduction of a statutory duty to identify affected children, improved information-sharing between services, and a national model of school-based support.
Prisons
PACT published a blog arguing that the Assisted Prison Visits Scheme is a modest but important measure that helps low-income families maintain contact with loved ones in prison, highlighting the role of family relationships in rehabilitation, prison safety and successful resettlement.
PACT also published a blog arguing that the prison releases taking place under the Sentencing Act are a necessary response to prison overcrowding but not a long-term solution, calling for greater investment in rehabilitation, community-based alternatives to custody, family support, and measures to reduce unnecessary recalls to prison.
The Prison Reform Trust (PRT) published a blog announcing a new film and final evaluation report from its Building Futures programme, highlighting the experiences of people serving long-term prison sentences and advocating for their voices and lived experience to play a greater role in shaping prison policy and reform.
PRT also published a statement commenting on the first prison releases under the new progression model introduced by the Sentencing Act 2026, arguing that the changes were necessary to address prison overcrowding but warning that exemptions and additional licence conditions could reduce capacity savings and increase pressure on the probation system through higher levels of recall.
PRT also published a report calling on the Government to develop a 10-year national strategy for people serving long and indeterminate prison sentences, highlighting the growing number of people in the prison on long terms and recommending reforms focused on safety, wellbeing, family relationships, progression through sentence, and preparation for release.
Probation
The Probation Institute published the 41st edition of Probation Quarterly bringing together articles on the future of probation practice, including the impact of the Sentencing Act 2026, prison overcrowding, domestic abuse interventions, parole processes, lived experience, and the opportunities and risks of artificial intelligence. The journal highlights the pressures facing probation services while emphasising rehabilitation, relationship-based practice, and the need to support practitioners and people on probation effectively.
Women
The National Women’s Justice Coalition published a briefing arguing that Women’s Centres should be recognised as a core part of the UK’s early intervention infrastructure, highlighting their role in providing holistic, trauma-informed support to women and girls facing challenges such as domestic abuse, poor mental health, poverty, housing insecurity and contact with the criminal justice system. The briefing sets out six recommendations for government action, including sustainable funding, stronger integration with Family Hubs and Young Futures Hubs, a cross-government strategy for girls and young women, and greater recognition of Women’s Centres within devolved local service systems.
Women in Prison published a report arguing that the offence of assaulting an emergency worker is disproportionately criminalising women experiencing domestic abuse, trauma, mental health crises and neurodivergence, often following incidents where they were seeking help or responding to distress. The report calls for trauma-informed policing, greater use of diversion and stronger safeguards to reduce the unnecessary criminalisation of vulnerable women.
Agenda Alliance published a blog highlighting the Girls and Young Women Local Groups Fund, which supports local organisations to co-produce solutions with girls and young women. The blog showcases how involving girls and young women with lived experience in decision-making has helped shape services, influence funding priorities, and strengthen community-based support.
Advance published a blog highlighting a House of Commons event co-hosted with London’s Violence Reduction Unit to showcase work on preventing violence against women and girls through early intervention with boys and young men. The event focused on promoting healthy relationships, consent, equality and respect, and included the launch of a new film, Group Chat, developed with input from young men.
Youth Justice
The Alliance for Youth Justice (AYJ) published a statement for the End Child Imprisonment Campaign, expressing concern that children have been excluded from recent criminal justice discussions and warning that policy decisions could negatively affect children in custody and the youth justice system.
The AYJ also published a statement responding to the HMI Prisons Children in custody 2025-26 report, arguing that while some improvements have been made, children in custody continue to face systemic harm and that more fundamental reform is needed to improve outcomes for children in the justice system.
