CLINKS NEWS: Reducing Reoffending Third Sector Advisory Group (RR3) Special Interest Group (SIG) – invitation to participate
Clinks is convening a SIG to gather the experiences of the voluntary sector working in collaboration with Prisons and Probation, who secure funding from alternative sources (not directly funded by the Ministry of Justice/HMPPS). Organisations regularly share that they have to sign different agreements for different Prisons and Probation areas, which can be challenging for smaller organisations. The aim of the SIG is to establish a process and agreements which HMPPS could adopt across all areas of England and Wales.

We were delighted to hold our 27th Annual General Meeting (AGM) on Wednesday 10 December, and we are pleased to share that it was a great success. We were thrilled to welcome representatives from many organisations across our membership and grateful for their participation in voting on key resolutions, including the election of our trustees and the approval of our 2024/25 annual accounts. Our CEO, Anne Fox, together with the Clinks team, presented our annual report and highlighted the impact of our work over the past year. CLINKS MEMBER’S NEWS: Free CSCS Training
Employment 4 All CIC is offering fully funded CSCS card training and testing for young people on probation from Black and Ethnic Minority backgrounds in West London. The programme includes guaranteed interviews with employer partners and provides laptops for online learning, helping young people develop skills, access employment, and reduce reoffending. The Women's Centre Cornwall and supporters came together for the 21st annual Reclaim The Night, honouring the lives of 101 women lost to male violence this year. CRIMINAL JUSTICE SYSTEM: DPM Response To Review Into Prison Capacity
On Monday 8 December, the Government responded to Dame Anne Owers’ Independent Review of Prison Capacity.
The Deputy Prime Minister announced the Government's acceptance of the majority of the review’s recommendations, ‘in principle’ and also committed to deepening collaboration with the sector.

CRIMINAL JUSTICE SYSTEM: Rape Victims To Be Protected From ‘Serial Liar’ Trope
Rape victims will no longer be depicted as serial liars in courtrooms in England and Wales as part of the biggest shake-up “in a generation”, the Guardian reveals. Read more

HMP Fosse Way's new 245-place houseblock opened last week. Approximately 5,000 additional places are currently under construction nationwide. Find out more
CRIMINAL JUSTICE SYSTEM: Met Police Budget
The Metropolitan Police Service has reduced its anticipated £159 million funding gap for 2026-27 to £20 million. The London Assembly Budget and Performance Committee met on Wednesday to scrutinise the draft budget for the Mayor’s Office for Policing and Crime (MOPAC) and hear from key Met and MOPAC officials. FUNDING: Northumbria PCC - Commissioner's Communities Fund
The PCC has launched the Commissioners Community Fund which will see £100,000 available for grass roots organisations to deliver safer streets and stronger communities.
The fund is there to help grassroots projects and local groups that provide locally led support for vulnerable people, build community cohesion, create positive opportunities for young people, and reduce anti-social behaviour and crime, it also delivers against the promises within the PCC’s Police and Crime Plan for Northumbria.
- The Commissioner is looking to award funding to projects and initiatives that:
- Deliver diversionary activities for young people, particularly during school holidays.
- Reduce anti-social behaviour and crime.
- Repair the harm caused by offending and improve community cohesion.
- Support vulnerable people and families.
Grants will be given between [£1,000 - £5,000]. Deadline [7 January]. Find out more and apply here
PUBLICATION: The Young Review - 10 Years On
Ten years after the landmark Young Review highlighted racial disparities affecting Black and Muslim men in the UK Criminal Justice System, a new report by Action for Race Equality and Clinks reflects on what’s changed and crucially, what hasn’t. Read here

PUBLICATION: Public Opinion on Crime
A new evidence review by Dr Thomas McNeil (The JABBS Foundation for Women and Girls) captures some of the key lessons from the academic research into public opinion on crime. It summarises aspects of associated disciplines regarding how opinions are formed and theories on punitive sentiment among the public. It also provides recommendations on areas for future research. PUBLICATION: Digital provision and education in prison
Prisoners' Education Trust released a new briefing examining the importance of digital access for learners in prison – both for studying high quality educational content and developing the digital skills needed for release. The briefing brings together PET’s digital expertise and the experiences of prison education providers, prison staff and learners. It acknowledges the recent progress that has been made and looks at how the system can go further to align the opportunities for learners in prison with those in the community. Read here
PUBLICATION: Digital provision and education in prison
A new report by Centre for Mental Health evaluates the impact of PACT's project at HMP Brinsford, which supported young men in prison who have experienced childhood trauma. The evaluation found that the young men who took part in the project felt more resilient and empowered, were able to cope more effectively with the symptoms of trauma and experienced increased self-esteem. PUBLICATION: Serious Further Offences Annual Report
HMIP's fourth annual report on Serious Further Offence (SFO) inspections highlights ongoing concerns with the quality of SFO reviews carried out by probation regions. Findings show that reviews are consistently falling short of the required standard, underlining the need for improvement in oversight and practice. Read here
PUBLICATION: New Bridge Service Evaluation
New Bridge's evaluation, conducted by Arden University's School of Criminal Justice, confirmed the rehabilitative potential of befriending and demonstrated 97% of respondents would recommend them to another person in prison. Read here

PUBLICATION: Race Justice Audit 2025
The Funders for Race Equality Alliance (FREA) launched the Racial Justice Audit in 2019 to help funders review and improve their racial justice grantmaking. The sixth cohort, covering 1,857 grants totalling £156.7m from 23 funders, is the largest yet. The analysis provides insights into funding practices and aims to support action to increase sustainable racial justice investment. Read here
