RR3 Special Interest Group on Accommodation report
Part 3
Today, we are publishing the third, and final report from the Special Interest Group on Accommodation (SIG), convened as part of the work on the Reducing Reoffending Third Sector Advisory Group.
The report focuses specifically on the problems faced by people leaving prison in accessing adequate housing-related support, including the necessary level of support, and the limitations of current commissioned services.
It found that:
- There is a significant gap in resources and the expertise to offer supported housing to people leaving prison, as well as a gap in bespoke services which support people with complex needs and/or who are considered higher risk of serious harm
- There are blockages within the support accommodation sector because of a shortage of specialist, supported move-on accommodation
- There is a limited pool of women-only supported accommodation
- The limitations of short-terming contracting do not allow for sufficient support to be given
- Contract values remained stagnant for much of the last decade, meaning full cost recovery is not being achieved for many organisations
- Support available is often offered in siloed, which is not suitable for people presenting with complex or overlapping needs
- The complexity of need of service users is increasing, thus requiring an increased level of support from service providers.
After highlighting the key issues, the report sets out a range of practical measures to mitigate them.
