Recommissioning of core commissioned rehabilitative services
Clinks has just been informed by HMPPS that these events will be taking placing early in the new year. We appreciate that these events are at short notice.
HMPPS are undertaking work to recommission the next generation of commissioned rehabilitative services (CRS) – these are: Personal Wellbeing; (incorporating Emotional wellbeing; Family & significant others; Lifestyle & associates; and Through-the-gate mentoring (social inclusion), Accommodation support; Finance, Benefit and Debt; Dependency & Recovery; and Education, Training and Employment.
Market consultation and feedback
To help inform local decision-making, various regions would like to invite organisations to discuss and provide feedback on their early intentions and direction of travel.
West Midlands would like to invite organisations to a market consultation event on MS Teams on 8th January 2024 from 2 - 3:30pm. You will need to pre-register for the event to confirm attendance here.
East of England will be holding a MS Teams event on Thursday 4 January 2024 from 1.30-3.30pm. This will include breakout sessions for incumbent providers and other potential providers, both with an existing footprint in the region and those wishing to develop their services in the region. At this stage, the East of England region is particularly interested in hearing from the market about Personal Wellbeing, Finance Benefit and Debt, Education, Training and Employment services.

Lived experience representation on the HMPPS stakeholder advisory group for the recommissioning of rehabilitative services
HMPPS have recently set up a stakeholder advisory group dedicated to the recommissioning of HMPPS rehabilitative services for people in prison and people on probation. The group will play a pivotal role in shaping the future designs of these services, ensuring they meet the needs of individuals in the criminal justice system. As part of this, HMPPS are looking for representation from organisations whose purpose is driven by lived experience to join the group. Your expertise will be invaluable in guiding future service design, market engagement activity, procurement strategies, and more.
The advisory group may be party to commercially sensitive information and therefore no organisations interested in being part of any future competition for these services, either bidding directly or as part of a supply chain, can be a member. This is to avoid any potential or actual conflicts of interest. These services currently include but are not limited to: Accommodation support; Education, Training and Employment; Lifestyle & Associates, Family & Significant Others, Emotional Wellbeing and Social Inclusion (through-the-gate mentoring) – all currently grouped as Personal Wellbeing; Finance, Benefit and Debt; and Dependency and Recovery.

Participation in the Stakeholder Reference Group will require all members to sign a "Declaration of No Interest" form and Non-Disclosure Agreement (NDA), which contains an express agreement to not partake in any future recommissioning of CRS services and any organisation on the CRS Recommissioning Advisory Group shall not be permitted to be part of any future procurement relating to CRS core services.
