Our programme will allow members to share their expertise on how to best support people from racially minoritised communities, and how we can unite and commit to a future where justice is equitable. CLINKS NEWS: 25th Annual General Meeting (AGM)
Time is running out to book your slot at our AGM [7 November, online, free]. This year we are pleased to welcome HM Chief Inspector of Prisons, Charlie Taylor, as our keynote speaker. Mr. Taylor will speak to our theme; “The role and value of the voluntary sector working with people in prison, on release, and their families at a time of change and challenge.” There will also be an opportunity to engage in a question-and-answer session with the Chief Inspector.

MEMBER FOCUS: Arterne CIC
Arterne CIC is a non-profit community interest company dedicated to enhancing mental health through a range of projects and training initiatives. While they engage with many people from many ages, their key areas of focus encompass; reducing anxiety, promoting mental well-being, preventing self-harm, tackling suicidal thoughts and behaviours, assisting in building positive relationships, addressing problematic substance use and supporting individuals in maintaining positive changes. CRIMINAL JUSTICE SYSTEM: Service Delivery webinar
HM Prison and Probation Service are currently exploring certain service delivery questions for the recommissioning of core services for men. An initial two hour session has been organised for [21 November, 13:00 – 15:00, online, free] so organisations can come along and offer their initial thoughts on the questions outlined below. Organisations are invited to offer their thoughts on:
- Pre-release services: what sort of service do people on probation need? What would you need to deliver such a service (practically speaking e.g. input from which individuals in the prison)?
- What maximises person on probation compliance and engagement? What would enable you to deliver a service whereby you could remain with any given person on probation until the desired outcomes had been achieved (as opposed to being limited by session number)?
- What makes a good referral from a probation practitioner? Is categorising a person on probation using complexities helpful? If not, are they helpful from a cost modelling perspective?

CRIMINAL JUSTICE SYSTEM: barrier to employment lifted for thousands
The government have announced a law change which will help people with convictions to "turn their back on crime" and reduce reoffending. Certain custodial sentences will no longer need to be declared, removing a significant barrier to rebuilding lives. The Ministry of Justice (MoJ) says that in order to keep the public safe, the most serious offenders are to be exempt from these changes.
Unlock and Transform Justice have long called for change to the disclosure process, promoting the message through the #FairChecks campaign. The MoJ has updated its Guidance on the Rehabilitation of Offenders Act 1974 and The Exceptions Order 1975. View the guidance here
CRIMINAL JUSTICE SYSTEM: Safety in Custody Statistics
The Ministry of Justice and HM Prison and Probation Service published the latest Safety in Custody quarterly update, covering the three months to June 2023. It shows that the rate of self-harm incidents in both the male and female prison estates has increased from the previous 12-month period. There were 64,348 self-harm incidents in the 12 months to June 2023, up 21% from the previous 12 months, comprising of an 8% increase in male establishments and a considerable 65% increase in female establishments. Similarly, the number of individuals who self-harmed increased by 7% from the previous 12-month period. These levels are now higher than pre-pandemic levels. There has been an increase in the number of assault incidents compared with the previous year, with the rate of assaults in female establishments 69% higher than male. Read the full update here
CRIMINAL JUSTICE SYSTEM: report - Public opinion and understanding of sentencing
The House of Commons Justice Committee have released a report as part of the enquiry on the public opinion and understanding of sentencing in England and Wales. Clinks supplied written evidence to the enquiry and outlined the importance of the voluntary sector being actively engaged in policy making.
The Committee recognised the importance of involving the voluntary sector and recommended an independent advisory panel should be formed to consider proposed changes to sentencing policy providing advice to ministers. Read the report here

One Small Thing’s brand-new Trauma Informed Team Leadership Programme provides an opportunity for senior leaders to explore trauma informed team leadership and provides a unique opportunity for senior leaders to collaborate with peers to solve challenges faced when leading a team. This leadership programme is for:
- Senior leaders (Directors or similar) who manage a team
- Have at least two years’ experience of implementing a trauma informed approach
- Work within an organisation that is striving to become trauma informed.

PUBLICATION: Institute for Government - Performance Tracker
The Institute for Government has published Performance Tracker 2023. The publication outlines the current state of nine public services – general practice, hospitals, adult social care, children’s social care, neighbourhood services, schools, police, criminal courts and prisons – and the problems they face, and makes clear the consequences of spending choices this and the next government may take. The analysis warns Britain’s public services are stuck in a “doom loop” of recurring crises as a result of ministers’ short-term policymaking. Read the analysis here
PUBLICATION: Social prescribing for children and young people
Bernado’s has published a report examining the current evidence around the benefits of social prescribing for children and young people. Drawing on its own research from Bernado’s services, the report shows how social prescribing provides effective prevention and early intervention support to improve young people’s development, health, and wellbeing. Bernado’s calls for a cross government national strategy for children and young people’s social prescribing, that works with stakeholders to take a strategic approach. Recommendations include development of outcome measures that demonstrates the benefits of social prescribing as an example of personalised care, as well as support for Integrated Care Systems to provide funding for voluntary organisations providing youth services that children and young people can be referred to as part of a social prescription.
