CLINKS NEWS: State of the Sector 2022
State of the Sector 2022 explores the landscape of the sector as it emerged from the height of the pandemic and continued operating in an increasingly challenging operational environment. In summarising the findings, the report identifies four areas of particular interest.
- the people voluntary organisations support
- how organisations delivered their services
- financial sustainability; and
- long-term sustainability
This is the ninth year that Clinks has carried out research into how criminal justice voluntary organisations are faring. This report reflects the views of organisations in the sector and provides a snapshot of the 2021/22 financial year. Read the report here
CRIMINAL JUSTICE SYSTEM: MPs regret government rejecting review of IPP sentences
The Justice Committee has expressed regret that the government has rejected its recommendation to review all sentences imposed under legislation that effectively allows for indefinite terms of imprisonment, known as Imprisonment for Public Protections (IPP).
The Chair of the Justice Committee, Sir Bob Neill said: “This is a missed opportunity to right a wrong that has left nearly 3,000 people behind. The Committee recognised that addressing this issue would not be easy – that's why we recommended that a small, time-limited committee of experts be set up to advise on the re-sentencing exercise.” Read the Justice Committee response here
CRIMINAL JUSTICE SYSTEM: A prison’s guide to taking the leap
The final episode of Acast and HMPPS’ “A prison’s guide to…” podcast is now live. This episode focuses on prison officers, former prisoners and trainee psychologists who explain how to harness self-belief and quiet down the self-doubt that prevents us from trying something new. CRIMINAL JUSTICE SYSTEM: Phil Bowen and Duwayne Brooks appointed at YJB
The Deputy Prime Minister, Lord Chancellor and Secretary of State for Justice, Rt Hon. Dominic Raab MP, has announced the appointment of Phil Bowen (Director of the Centre for Justice Innovation and Clinks member) and Duwayne Brooks (chair of a charity) as members of the Youth Justice Board (YJB) for a tenure of 3 years. Their appointments will commence on 1 March 2023 and run until 28 February 2026. Read more here
COMMISSIONING: Government blocks attempt to help charities win public contracts
An article by ThirdSector (free sign up required to read) outlines a government decision to block moves intended to help charities and social enterprises win public contracts.Conservative MPs last week rejected a Labour Party amendment to the Procurement Bill requiring local authorities to work more closely with the voluntary sector when awarding contracts. FUNDING: Pilot leadership development programme
A new pilot leadership development programme for Black, Asian and minoritised ethnic led charities working in Criminal Justice will open for tender. Barrow Cadbury Trust and Lloyds Bank Foundation are looking for expressions of interest to develop and deliver a pilot leadership programme for Black, Asian and minoritised ethnic leaders of voluntary and community organisations supporting those at risk of getting caught up in the CJS. Joint proposals between organisations welcomed.
The tender is a two-stage selection process. Stage one is a tender proposal, budget and two references by email. If your proposal is short listed for Stage two, a full proposal will be requested.

NON-MEMBER’S EVENT: Exploring dissociative identity disorder (DID)
The Bowlby Centre is hosting a one day conference Exploring Dissociative Identity Disorder (DID): An Attachment-Based Approach [25 February, online, £95]. The conference is aimed at mental health practitioners, and those with an interest in policy, practice and lived experience. The Conference will provide an understanding of DID and therapy from a number of perspectives, including experts by experience with a focus on domestic abuse and children and young people. NON-MEMBER’S EVENT: Applying behavioural insights seminar
Can small changes make a big difference? Applying behavioural insights to public and other services with speakers from the UK Behavioural Insights Team [14 March, online, free]. The Behavioural Insights Team (BIT), established in 2010, BIT works across a wide range of policy areas, including health, education and criminal justice and uses behavioural science to improve public policy and deliver better outcomes.
During this free seminar Ed and Chiara will explain what 'Behavioural Insights' means and how a better understanding of human behaviour can lead to more effective policies and programmes. They will also show what this looks like in practice using BIT projects in criminal and social justice contexts. Book your free place here
PUBLICATION: What people in prison think about the language used to describe them
Research shows that terminology used to describe people in prison affects their self-identity, namely through its shame-inducing effects. ‘Mind your language’: What people in prison think about the language used to describe them investigated how people in prison feel about the language used to describe them and how it affected them. A thematic analysis of qualitative data gathered through interviews demonstrated that language impacts how an individual in prison engages with the community and how they view themselves. Positive and progressive language in prisons has the potential to remove the shame and stigma attached to the prisoner identity. Read the article here
