We are pleased to announce the launch of our State of the sector 2022 report.
State of the sector 2022 explores the landscape of the criminal justice voluntary sector as it emerged from the pandemic into an increasingly challenging operational environment.
As Clinks’ role is to represent, support and advocate for the voluntary sector working in the criminal justice system our annual State of the sector research is produced, in partnership with the NCVO, as a free resource evidencing what our members and sector are experiencing and the impact on their service users.
Below is a summary of the key findings from the State of the sector 2022 report most applicable to you:
State of the sector in Wales
We know that funding remains a significant issue for the voluntary sector working in criminal justice and that funding combined with inflationary pressures present significant challenges for the Welsh organisations that we support.
In Wales we know that the Welsh Government does play a significant role in the funding of the voluntary sector, and our State of the sector research has shown that the Welsh Government is the largest funding source for grants and contracts for organisations operating in Wales. This is interesting as it means Welsh organisations do not rely solely on criminal justice commissioning from the Ministry of Justice and HM Prison and Probation Service; but as we said in our response to the Welsh Parliament Finance Committee’s consultation on the Draft Budget, this support needs to be maintained.
From our engagement with the sector in Wales we know that staff recruitment and retention is particularly challenging, driven in part by an increased demand for services and inflationary pressures. Our State of the sector research backs up this anecdotal evidence. The research also shows that many organisations do not receive full costs recovery on at least some of their contracts and three-quarters of organisations surveyed reported running costs had risen, with more than a third saying those costs had risen significantly.
Our pledge to you
The sector’s voice is one of its key strengths, and Clinks will continue working to make sure it is heard. Over the coming year, Clinks will continue to advocate for improved commissioning practices; to share learning amongst the sector and provide opportunities for connection; and to provide a strong platform from which the sector can come together to speak out on the issues that matter to organisations and the people they work with.
