CRIMINAL JUSTICE SYSTEM: opportunity to work with HM Prison and Probation Service (HMPPS) to influence policy
The HMPPS Race Action Programme (RAP) has been created to tackle disparities for Black and other racially minoritised staff, people in prison, people on probation and children. Developing inclusive policies is a key RAP project and they wish to engage with voluntary organisations supporting racially minoritised people in order to receive feedback on a range of policies over the coming months. RAP is now seeking to engage with up top three specialist organisations to attend a dialogue session on the YCS Separation Policy and to provide additional written feedback to inform into their Equality Analysis. HMPPS will reimburse organisations for their time engaging in this activity. For further information on this work and how to express an interest please download the specification or contact peter.shaw1@justice.gov.uk
CRIMINAL JUSTICE SYSTEM: substance misuse online intervention service in Wales
The Ministry of Justice is looking for suppliers who can provide an Online Substance Misuse Intervention Service in Wales. An Expression of Interest (EOI) has been issued and the deadline to respond is [3pm, 30 June]. This opportunity will be open to organisations qualified onto the Dynamic Framework for the Cognitive and Behavioural Change service category and can meet the requirement stipulated in the EOI. For more information, please email ProbationDynamicFramework@justice.gov.uk
CRIMINAL JUSTICE SYSTEM: extended community mentoring – South West
The Ministry of Justice have issued a request for information on the Probation Dynamic Framework (Jaggaer platform) looking to understand what capacity organisations have to deliver community mentoring within the South West. There is a need to provide enhanced mentoring support for some people on probation who have been subject to a custodial or community sentence, both in prison and in the community. This support “assists with their re-integration and contributes to a reduction in their re-offending.". Enhanced mentoring support assists progress on the “reducing reoffending pathways” whilst enabling the person on probation to take increasing responsibility for that progress. Responses required by [5pm, 29 June]. For more information, visit the Dynamic Framework site or email ProbationDynamicFramework@justice.gov.uk
CRIMINAL JUSTICE SYSTEM: deliver dependency and recovery services – South Central
The Ministry of Justice (MoJ) is seeking to re-tender the opportunity to deliver dependency and delivery services within the South Central – Thames Valley probation region. The provision will include people on probation in the community who have either a low, medium or high level of need complexity. The contract value is anticipated to be circa £1.5m over a period of up to three years and three months. If your organisation can offer dependency and recovery services in the Thames Valley area and would like the opportunity to discuss the requirement on a 1-2-1 basis, please e-mail a brief summary of the breadth of your services and geographical coverage. This will help the MoJ to understand the market and which potential suppliers are available and will ensure you are included in market engagement activities and future correspondence. For more information, visit the Dynamic Framework site or email ProbationDynamicFramework@justice.gov.uk
CRIMINAL JUSTICE SYSTEM: deliver finance, benefit and debt services within the South West
The Ministry of Justice (MoJ) is seeking to re-tender the opportunity to deliver finance, benefit and debt services within the South West probation region, after an extensive market engagement process. The provision will primarily focus on people on probation in the community who have either a medium or high level of need complexity. There will also be some service provision within six custodial establishments. The contract value is anticipated to be circa £2.5m over a period of up to three and a half years. The competition will be launched in the early part of July via the MoJ's Probation Dynamic Framework. Only organisations on-boarded onto the framework will be eligible to participate in the tender process. For more information, visit the Dynamic Framework site or email ProbationDynamicFramework@justice.gov.uk

CLINKS MEMBER’S TRAINING: understanding men who sexually abuse children
The Lucy Faithfull Foundation’s training course ‘Understanding men who sexually abuse children’ [31 October and 1 November, online, £180+VAT per person] provides information about different types of people who have committed child sexual abuse and patterns of offending, including those who abuse online and via the internet. The course considers the impact of the attitudes and beliefs of someone who has sexually abused a child, as well as behaviour of the children and young people they abused; and impact on the protective parent and other family members. This course is ideal for social workers, police and probation service staff, counsellors, CAFCASS workers and others whose work requires them to understand and assess men who sexually abuse children. PUBLICATION: Prison and Probation Ombudsman publish their strategic plan
The Prison and Probation Ombudsman (PPO) has published their 2022/23 Strategic Plan, outlining their commitments and the four themes: confidence, effectiveness, impact and efficiency. This informs their priorities until November 2023. The PPO opted for a shorter duration for this Plan, due to Ombudsman Sue McAllister’s imminent departure, enabling the new Ombudsman to have input into the future strategic direction of the PPO. Read the strategic plan here
PUBLICATION: Do criminal sanctions reduce violence against police and NHS staff?
A new report released this week by Transform Justice suggests that not only are increased criminal sanctions ineffective in deterring violence against police and NHS staff, they are also sweeping more people with mental health conditions, cognitive impairments and/or who are neurodivergent into the criminal justice system. Transform Justice surveyed police officers, NHS staff, defence lawyers and people with mental health conditions who had been accused of assaulting an emergency worker, to understand how we stop rising levels of abuse. The report makes practical recommendations for how employers can improve their support to victims, and give better training to staff to prevent incidents from happening. It also explores the effective options for resolving the harm without going to court, such as diversion and restorative justice. Read the report here
PUBLICATION: children’s experiences of education, training and employment
As part of the Probation Inspectorate's thematic review of education, training and employment services in youth offending teams, User Voice has published its consultation with young people. While the young people agreed that a good education, meaningful training and paid employment were important to young people not “re-offending”, many reported being offered courses that “don’t help real life problems”, not addressing the reasons why they ended up in the youth justice system in the first place. Read the report here
PUBLICATION: The future of unpaid work
The Centre for Justice Innovation has published their latest report that focuses on the most widely used requirement within community sentences, unpaid work (also called community service and community payback). It summarises the evidence on the impact of unpaid work on outcomes; identifies good practice in its operation; attempts to understand challenges in delivering unpaid work, especially considering the Covid-19 pandemic; and identifies steps that can be taken to ensure unpaid work is as purposeful and as effective as possible in the medium to long term. Read the report here
