CLINKS BLOG: Community Sentence Treatment Requirements in action
First in a series of blogs on the Community Sentence Treatment Requirements (CSTR) programme, this blog by Clinks and Nacro focuses on the Essex CSTR site. It explains how they became a CSTR site, what they have learned so far, and how service users benefit from this change – especially those who have multiple and complex needs that, when addressed, can successfully divert them away from custody. The CSTR programme aims to reduce reoffending and divert people from short-term custodial sentences by addressing mental health and substance and alcohol misuse issues through treatment requirements that are undertaken in the community. NATIONAL CRIMINAL JUSTICE ARTS ALLIANCE NEWS: creativity in a restricted regime
Creativity in a restricted regime is a guide for prison staff, produced by the National Criminal Justice Arts Alliance (NCJAA) on behalf of the Arts Forum, which aims to strengthen partnership working in the government around arts in criminal justice. The guide gives recommendations on how those working in prisons can collaborate with education providers, artists and arts organisations to enable creative activity even during Covid-19 restrictions. It features examples of arts activities taking place during the pandemic, and suggested approaches prison staff might take. The distribution of the guide is supported by the Rothschild Foundation, and will be celebrated at a launch event in June spotlighting the resourcefulness arts in criminal justice organisations have shown throughout the pandemic - more details to follow. Read the guide here
CLINKS MEMBER’S NEWS: expectations for women's prisons
HM Inspectorate of Prisons (HMIP) has published its latest version of its expectations for women’s prisons, the criteria used to conduct inspections of women’s prisons. Clinks responded to two consultations to inform the development of the revised criteria. We are delighted to see a much greater emphasis on trauma-informed care and the inclusion of indicators specifically focussed on ensuring prisons are working closely with the voluntary sector, including that prisons have a named leader for coordinating the work of voluntary organisations. CLINKS MEMBER’S NEWS: merger
Technology enterprise Code4000 and social business Catch22 have announced their intent to merge, expanding their work to develop prison talent while filling digital skills gaps. Code4000 trains prisoners in coding in HMP Holme House, HMP Wandsworth, and HMP Humber. Catch22 works with more than 38,000 people across 18 prisons in the UK, providing intervention and rehabilitation services in prison and in the community. The combined efforts of Code4000 and Catch22 will allow them to continue to reduce reoffending rates by setting individuals up for sustainable careers in software development. The merger is expected to be finalised by September 2021. Find out more here
CLINKS MEMBER’S NEWS: faith services in custody and the community
Feltham Community Chaplaincy, which offers support to young people and young adults leaving HMP and YOI Feltham, has been asked to undertake a piece of scoping work for the London Accommodation and Resettlement Partnership to examine the links between faith services in custody and the community for young people 10-21 years old, specifically investigating voluntary sector community faith resettlement. The findings will form part of the London Mayor’s Action Plan. Feltham Community Chaplaincy has created a short survey, the answers to which will inform/influence future funding and actions regarding faith-based organisations and resettlement pathways. CRIMINAL JUSTICE SYSTEM: prisons and probation Covid-19 updates
Some adult prisons in England and Wales have resumed social visits where they are assessed as safe to do so. Individual prisons continue to be reviewed each week. Other opportunities for adult prisons to carefully reduce restrictions and reintroduce elements of daily routines, such as small group activities and essential workshops are also being reviewed weekly, subject to safety considerations. Probation services are now delivering across all operational areas, albeit at a reduced level. Services will steadily increase as restrictions ease in the wider community. If you would like to receive regular updates on the status of adult prisons and which prisons have restarted social visits, please email covid19@clinks org. More information is available on the HMPPS Covid-19 update page here
CRIMINAL JUSTICE SYSTEM: future of probation services
The Justice Committee has published a report on its inquiry into the future of probation services in England and Wales. Clinks submitted both written and oral evidence to the inquiry, and we were pleased to see many of our key concerns highlighted. The Committee notes that lessons of the previous reforms must be learned, and the new model must provide a lasting solution that allows for stability. Key recommendations include the Ministry of Justice (MoJ) setting out how they are modelling projected volumes and contract values, and what is being done to ensure that contracts are sufficiently resourced and deliverable according to the funding that is available, and the MOJ and HMPPS involving voluntary organisations and Community Rehabilitation Companies (CRCs) in relevant communications relating to transition. CRIMINAL JUSTICE SYSTEM: Community Accommodation Services Tier 3 competition

The Invitation to Tender (ITT) is separated into: one Qualification Questions Lot that is applicable for all Regions and an ITT Lot for the each of the four Vanguard Regions (North West, Yorkshire and the Humber, East of England and Kent, Surrey and Sussex) which contains the relevant technical and commercial questions. Due to the sensitivity of information on the ITTs, please contact Thomas.phillips@justice.gov.uk to receive the Non-Disclosure Agreement.
