CLINKS PUBLICATION: overcoming institutionalised racism
Community empowerment approaches - The key to overcoming institutionalised racism in work with black, Asian and minority ethnic people in contact with the criminal justice system is the first article in the Clinks online evidence base. Patrick Williams, Senior Lecturer at Manchester Metropolitan University, provides an in-depth look at growing rates of racial disparity in our criminal justice system and highlights key principles for effective interventions with people from black, Asian and minority ethnic backgrounds in contact with the system. The evidence library aims to develop a far-reaching and accessible evidence base covering the most common types of activity undertaken within the criminal justice system. Find out more here
CLINKS EVENT: meeting the needs of BAME people
We're running a briefing event to help you understand how the reformed probation service intends to meet the needs of black, Asian and minority ethnic (BAME) people under probation supervision and engage BAME-led and BAME-specialist organisations in service delivery. It is specifically aimed at these organisations. We'll introduce the new probation model; outline how the government intends to ensure that the needs of BAME individuals are met; and give information about the commissioning of probation services via the Dynamic Framework with a specific focus on the potential opportunities for BAME-led and BAME-specialist organisations. CLINKS EVENT: probation IT requirements
Come along to a training session [15th September or 16th September | online | free] to hear about the IT security standards required to engage in the probation Dynamic Framework. This session is open to all voluntary sector organisations that are planning to develop or join a supply chain and bid to Her Majesty's Prison and Probation Service for probation contracts within the Dynamic Framework. We'll cover the security and data protection requirements; focus on the requirements for day one call-offs; discuss your support needs to meet the requirements; and give you an opportunity to ask questions. CLINKS EVENT: prison telemedicine
Clinks is supporting NHS England and NHS Improvement to deliver a ‘Sharing the Learning’ session on prison telemedicine [22nd September, online, free]. This online session is for the voluntary sector delivering health services to people in prison to learn more about how to deliver services virtually in prisons. Chantal Edge, a Public Health Registrar and National Institute of Health Research clinical research fellow, will be presenting. Chantal specialises in health and justice and has led on the telemedicine programme. Olivia Butterworth, Head of Public Participation at NHS England and NHS Improvement, will be chairing. CLINKS MEMBER'S NEWS: support people's personal wellbeing
St Giles Trust and Wise Group have come together to bid for the personal wellbeing call-off competition on the probation Dynamic Framework. The partnership is bidding in a number of areas across England and Wales and is particularly keen to hear from partners who can support delivery in areas relating to lifestyle and associates, social inclusion/mentoring, family and significant others and emotional wellbeing. They have been working together since changes to the probation service were announced to design the interventions needed to support prisoners, prison leavers and those under the care of HM Prison and Probation Service. They also set out their ambitions as a partnership at the Clinks 'Meet the primes' event on 8th September. Find out more here
CLINKS MEMBER'S NEWS: accommodation and finance advice contracts
Shelter is interested in delivering contracts under the probation Dynamic Framework and is seeking expressions of interest from potential partner organisations. It is specifically looking at accommodation advice/support contracts and finance, benefit and debt advice/support contracts, in West Midlands, North East, North West and Yorkshire and Humberside. Shelter also seeks partners in Greater Manchester. Over the last 6-12 months, Shelter has engaged with organisations about this opportunity through existing contacts and networks. CLINKS MEMBER’S NEWS: family justice award
The Family Justice Award, sponsored by the Centre for Justice Innovation, closes for entries in two weeks. The award was created to honour the memory of District Judge Nicholas Crichton, who pioneered the creation of family drug and alcohol courts to tackle parental substance misuse in care proceedings. The award is for the initiative that has done the most to help families avoid disputes and resolve problems. Any organisation, setting or project from across the UK can enter. The closing date is 25th September. Jo Tunnard has written a blog on the broader legacy of judge Nick Crichton in family justice, ahead of the award in his honour. Read it here
CLINKS MEMBER'S NEWS: Covid-19 good practice and recovery
The Criminal Justice Alliance has published two new reports focusing on challenges and good practice across the criminal justice system during the pandemic, and what is needed to rebuild a better criminal justice system in the aftermath. Routes to Recovery highlights challenges and good practice during Covid-19 across policing, courts, prisons, probation and resettlement, victims’ services, mental health and drug and alcohol services; it also provides recommendations for policy makers. Responding Restoratively to COVID-19 focuses on how restorative approaches have provided a unique and effective response to the unprecedented challenges and tensions caused by Covid-19. CLINKS MEMBER'S NEWS: views of homelessness frontline workers
St Martin in the Fields Frontline Network has published the findings of its Frontline Worker Survey 2019 which gathered the views of 1,435 homelessness frontline workers. Despite the daily innovation and strong resolve of frontline workers, the feedback represents a harsh reminder of the difficulties people experiencing homelessness face in accessing accommodation – with all types of accommodation being viewed as more difficult to access, compared with last year’s figures. Frontline workers describe how it has become harder to access specialist support, and that accessing welfare and financial support has become much harder, with Universal Credit being cited as a major factor. CRIMINAL JUSTICE SYSTEM: easing prison restrictions
Her Majesty's Prison and Probation Service has announced that prisons are ready to move to the next stage (stage 2) of the National Framework for Prisons Regimes and Services. Over the coming weeks, individual establishments are expected to begin taking a range of steps to ease restrictions further. Transition to Stage 2 will only be approved for sites where the risk of virus transmission is low, where plans for all pertinent Exceptional Delivery Models (EDMs) at Stage 3 have been approved, and where it is appropriate for risk to be locally managed. CLINKS MEMBER'S EVENT: young women's relationships
Advance is holding a launch event for its report A space to learn about relationships [29th September, online, free]. The report presents findings from research on the influence of early sexual relationships on young women in the criminal justice system and the impact on their health. Harmful childhood experiences and trauma can have a substantial impact throughout a woman's life. Sophie Linden, London's Deputy Mayor for Policing and Crime, will be the keynote speaker. CLINKS MEMBER'S EVENT: prisoners' mental health
Mind would like to hear the views of Clinks members with experience of working with people in prison on what, if any, mental health information you think would be helpful for the people you work with. In a focus group [20th October, online, free] Mind’s Information Team will be asking for your thoughts on the information needs of people who are in prison so that they can understand how best to meet these needs.
