Ministerial changes at Department of Health
Following the change in government, three new ministers have joined the Department of Health. Philip Dunne is the Minister of State for Health. His brief includes overseeing all aspects of hospital care, NHS performance and operations, the workforce, patient safety and maternity care. Nicola Blackwood is the Parliamentary Under Secretary of State for Public Health and Innovation. She will lead on all aspects of public health and health protection as well as technology, innovation and data. David Mowat is Parliamentary Under Secretary of State for Community Health and Care. His brief includes adult social care, carers, community services, cancer, dementia, learning disabilities and all elements of primary care – including dentistry and pharmacy. Find out more here
Outstanding health and care for everyone
If you work with people in contact with the Criminal Justice System or their families, the Care Quality Commission (CQC) would love to hear from you about the quality of health and care services in your area. People in contact with the Criminal Justice System often have significant health needs, but services are not always set up to respond to them well, and they can face many barriers to accessing care. The CQC is responsible for monitoring and inspecting all health and care services in England, and taking action where needed to protect people who use services. By sharing your feedback on local health and care services with CQC, you can help them to hold services to account, and encourage good practice in meeting the needs of your service users. Accessible information for disabled patients
By 31st July 2016 all organisations that provide NHS services or publicly funded adult social care must conform to the Accessible Information Standard. The Standard tells organisations how they should make sure that disabled patients receive information in formats that they can understand and receive appropriate support to help them to communicate. This includes making sure that people get information in different formats if they need it, such as large print, braille, easy read and via email. It also tells organisations how to support people’s communication needs, for example by offering support from a British Sign Language interpreter, deafblind manual interpreter or an advocate. Mental health support in custody
The Department of Health has announced an extra £12m investment to expand liaison and diversion (L&D) services in police custody suites and criminal courts to cover all major urban areas by 2017/18. L&D services identify people who have mental health, learning disability or substance misuse vulnerabilities when they first come into contact with the Criminal Justice System. L&D services can help ensure fair access to justice, limit the number of court hearings, and avoid adjournments and periods on remand; and, where appropriate, vulnerable people can be diverted away from the Criminal Justice System into treatment and care. Give your views on a new carers strategy
The Department of Health is seeking views on a new strategy for carers that will set out how more can be done to support them. It will aim to reflect their lives, their health and financial concerns, and give them the support they need to live well while caring for a family member or friend. To help them develop the strategy, they want to hear from carers, those who have someone who care for them, business, social workers, NHS staff and other professionals that support carers. Data security standards for health and care
The Department of Health has launched a consultation on the proposed data security standards and new consent and opt-outs model for data sharing in the NHS and social care. It follows an independent review of data security, consent and opt-outs by National Data Guardian Dame Fiona Caldicott. The review included 10 new data security standards, a method of testing compliance with these standards, and a new consent model for data sharing in health and social care. The proposals would affect organisations who handle patients’ health data, and could influence future data sharing agreements with the voluntary sector. Health and care innovation expo 2016
Voluntary sector organisations are eligible for free tickets to the NHS England Health and Care Innovation Expo 2016 [7th & 8th September, Manchester]. The event is an opportunity to meet with leaders, practitioners and service users from across the health and care system to explore how we can transform services to deliver better care for everyone. The Expo will host speakers across two main stages, a unique pop-up university, and more than 100 expert-led workshops running throughout the two days, including several by the Health and Care Voluntary Sector Strategic Partners Programme, which Clinks is a member of. Exploring offender health in the North East
‘Exploring offender health in the North East’ is a partnership event [13th September, Durham, £25] between Clinks and the Prison and Offender Research in Social Care and Health (PORSCH) Network. This half-day conference will bring together the voluntary, community and social enterprise sector working in offender health along with health professionals, academics and researchers to: provide an overview of the offender health policy landscape; hear about voluntary organisations working in offender health, and examples of research projects involving the voluntary sector; and discuss the challenges organisations and their service users are facing and identify solutions. Annual health and care conference
Public Health England's Annual Conference [13th & 14th September, Coventry, £115] will be on the theme of 'evidence into action'. The event will promote and showcase the application and translation of science and research, to support effective local and national action to improve public health. The event programme is split into six topics: improving lives; protecting lives; healthy places and communities; improving quality of lives; horizon 2030; and systems, politics and leadership. Rt Hon Jeremy Hunt, Secretary of State for Health and Nicola Blackwood MP, Parliamentary Under Secretary of State for Public Health and Innovation have confirmed their attendance. Health and care in secure environments
Centrevents are holding their fourth health and justice summit, entitled 'Improving patient experience in secure environment healthcare' [10th & 11th November, Cardiff, from £90+VAT]. The two day event will focus on improving patient experiences in secure environments, including lived experience and health conditions and improving health outcomes. The first day will broadly address physical health in secure mental health environments, and the second day will address the health needs of people in other secure environments such as prisons, Immigration Removal Centres and Young Offender Institutions. Engaging people and communities
The NHS Five Year Forward View People and Communities Board, with support from National Voices, has published 'Six principles for engaging people and communities', a report looking at six key elements of person-centred, community-focussed approaches to health, wellbeing and care. The report aims to help build knowledge, confidence and motivation among staff engaged in improving and transforming health and care services. It builds on the proposed new relationship with patients and communities set out in the NHS Five Year Forward View. Download the report here
Health and social care integration
Adass, Local Government Association, NHS Clinical Commissioners and the NHS Confederation have published 'Stepping up to the place: The key to successful health and care integration'. The report describes their vision of what a fully integrated, transformed health and social care system should look like. It covers: what we can achieve through integration, what we need to make integration happen, the key elements and characteristics integrated systems must have in order to succeed, and the big issues for local and national leaders. Evaluation of liaison and diversion schemes
RAND Corporation has published an evaluation of liaison and diversion (L&D) trial schemes. L&D schemes aim to improve early identification of a range of vulnerabilities, such as mental health issues and learning disabilities, among people passing through the youth or adult Criminal Justice System. In this study RAND Europe evaluated the new national model for L&D, which was trialled by NHS England over a two year period from April 2014 in ten areas in England and is now being rolled out more widely. The evaluation looked at how the new L&D model was implemented, its impact on organisations and people in contact with L&D services and its costs and benefits. Download the evaulation report here
Supporting young people with traumatic brain injury
Barrow Cadbury Trust has published an evaluation of The Disabilities Trust's Linkworker Service, a project to support young people with traumatic brain injury in custody. Studies consistently indicate high levels of mental health needs and neurodevelopmental disorders amongst young offenders including traumatic brain injury. The evaluation found the pilot project appears to be meeting its key aims, which were: to establish whether it was possible to identify young adults with a brain injury who enter custody, develop a care pathway and provide dedicated support to young people with a brain injury, and raise awareness of brain injury within a Young Offender Institution. Supporting unpaid adult carers
Bupa UK Foundation’s ‘Caring for carers’ grants programme is open for applications from voluntary sector organisations. The Foundation recognises that carers are often under significant pressure, with many finding that caring can take its toll on their own health. The Foundation is looking to fund practical projects that will help unpaid adult carers to support, manage and improve their own health on a day to day basis. Small grants of up to £15,000, medium grants of between £15,000 and £50,000 and large grants exceeding £50,000 are available for practical projects or initiatives. Healthcare projects in Cardiff
Cardiff & Vale Health Charity will provide a total of £20,000 in grant funding for voluntary sector community healthcare projects in Cardiff and Vale. The charity supports the 9 hospitals and 17 health centres in the region. The funding stream recognises that the voluntary sector is a vital component of a fair and strong society, working alongside the public and private sectors to design and deliver health and social care services, create opportunities for people to work together to tackle problems in their communities and provide a channel for disadvantaged groups to get their voice heard. Awards for improving people's health
The GlaxoSmithKline IMPACT awards are open to applications from small to medium-sized charities in the UK that are doing excellent work to improve people's health. The Awards recognise excellence in existing work and do not seek to fund new projects. The assessment is based on the work of the whole organisation and will focus on excellence in six areas: innovation, mangement, partnership, achievement, community focus, and targeting needs. Up to ten winners will receive £30,000, and one overall winner will receive £40,000. The deadline for applications is 21st September. Find out more and apply here
Digital innovation for health and care
Creative England's South West Interactive Healthcare Fund intends to help small-scale enterprises develop digital healthcare and wellbeing products and services that will benefit local communities. The programme seeks to encourage innovation in how web, mobile phone or tablet applications that can address the South West region’s healthcare priorities. It is open to small-medium sized enterprises in the region that are in an advanced stage of developing and commercialising digital products for the healthcare sector. Investments of £50,000 per application are available. The programme will remain open until 30th September 2016 or until funds have been exhausted. Find out more and apply here

Children and families of offenders
Barnardo’s i-HOP service has published a guide for community health professionals offering practical examples from health visitors, school nurses, community midwives and other practitioners to inform and help develop their work with the children and families of offenders. It offers an introduction to children affected by parental imprisonment including who they are, the general impact of parental imprisonment, pregnant women in prison and how children experience the Criminal Justice System. There is also a checklist for health professionals, frequently asked questions, and a poster to display in your work setting which encourages families to self identify if they have a loved one in prison and ask for support. The health of armed forces personnel
Health Education England e-Learning for Healthcare has launched an e-learning programme to help increase understanding of the armed forces population and facilitate improved care and treatment. The programme is designed to support healthcare personnel to understand both the context of military life and also how to appropriately respond to patient need. It is broken into three broad areas: NHS care of current serving personnel, NHS care of the families of military personnel and veterans, and NHS care of veterans themselves.
