Economic Downturn: State of the Sector

Our latest State of the Sector report contains the findings from our recent survey of Voluntary, Community and Social Enterprise (VCSE) organisations working in the Criminal Justice System. We are concerned to see a continued lack of full cost recovery in existing contracts (50% of organisations), and with commissioned services on the increase, many organisations (65%, up from 58%) are relying on their reserves to cover the gap between the cost of delivery and contract payments.

The report also finds that the situation for many VCSE organisations remains unchanged from that of previous surveys:

• Middle-sized organisations (10 – 50 employees) being the most affected financially
• Redundancies continuing across the Sector and a growing use of volunteers
• Organisations focused on delivering one project at a time
