CRIMINAL JUSTICE SYSTEM: youth resettlement work
Young Offender Institutions (YOIs) are largely failing to prepare children they release to live well in the community, according to a new report by HM Inspectorate of Prisons and HM Inspectorate of Probation. Almost 14% of children do not know where they will be living on release, 10 days prior to leaving the YOI. The report makes recommendations, including for national and local government to develop a central payment system to ensure that children have suitable accommodation in place. The report was based on 50 in-depth case studies, data gathered on 115 children released in 2019 and a survey of over 600 children in custody. Read more here

CLINKS MEMBER'S EVENT: improving volunteering opportunities
Giving Back in Bolton, a project of Bolton CVS, is holding a ‘Food for Thought’ lunch [15th August, Bolton, free] to continue the conversation about how to improve volunteering opportunities for people with a criminal record, and to shape the Giving Back in Bolton project. Over 10 million people in the UK have a criminal record, and people with criminal records make up 33% of job seekers. Having a criminal record serves as a barrier to being part of the community and Giving Back in Bolton seeks to help change this. Join them for discussion, a catch up with developments, and to connect with other volunteer-involving organisations. Register here
CLINKS MEMBER'S EVENT: volunteering with a criminal record
Bolton CVS is holding an event on ‘Getting Ready to Volunteer with a Criminal Record’ [19th August, Bolton, free]. The session is designed to help anyone with a criminal record to find out more about what they may or may not need to disclose when applying to volunteer, and how best to disclose any relevant information, as well as how Bolton CVS can help to find a suitable, quality volunteering opportunity. Register here

PUBLICATION: sentencing and imprisonment in Wales
The Wales Governance Centre has published a new report providing an up-to-date account of imprisonment and sentencing in Wales. Using data published by the Ministry of Justice as well as information obtained via the Freedom of Information Act 2000, this factfile identifies a number of important issues and themes. Some of the key findings include: the number of Welsh prisoners fell by 2.2% in 2018; Wales continued to record a higher rate of imprisonment than England in 2018; and the use of community sentences in Wales has fallen by 18% since 2015. Read the full report here
RESOURCES: human rights and youth justice
Her Majesty’s Inspectorate of Probation has published International Human Rights Standards and Youth Justice, a paper by Professor Barry Goldson. The paper highlights evidence that suggests youth justice systems are both fairer and more effective when children are treated in accordance with international human rights standards, such as the United Nations Convention on the Rights of the Child. He argues that there is no tension at all between doing the right thing and doing the effective thing. Read the paper here
