CLINKS NEWS: make your voice heard by the government
Have you completed this year's State of the sector survey? Make your voice heard. This is your opportunity to share your organisation's successes and challenges and to influence policy makers. Last year we found that charities and social enterprises are working relentlessly, in difficult circumstances, to support increasing numbers of people who are coming to them with more complex and urgent needs. Help us build on last year's evidence and identify changes and challenges for the voluntary sector. It's vitally important that we here from voluntary sector organisations working in criminal justice about how they've been faring. CLINKS PUBLICATION: capability framework
Clinks, in partnership with Revolving Doors, has published a capability framework, alongside an e-learning toolkit, to better equip services to meet the needs of people with co-occurring mental health and alcohol/drug use conditions. People with co-occurring conditions are at a heightened risk of developing serious and chronic health conditions, as well as at a heightened risk of experiencing social disadvantages, including homelessness and criminal justice contact. The resources have been developed in collaboration with Justine Trippier, Consultant Nurse at Oxleas NHS Foundation Trust, Professor Liz Hughes, formerly at University of Huddersfield and now at University of Leeds, Centre for E-learning at Coventry University and informed by Revolving Doors Lived Experience Forum members with lived experience of co-occurring conditions. CLINKS BLOG: joined up approach in Wales
We have published a blog summarising Blueprints for the delivery of both Female Offending and Youth Justice services in Wales, published by the Welsh Government. Together with the UK Government and Policing in Wales, the Welsh Government is seeking to develop a more joined up approach to criminal justice in the country. Clinks applauds this approach which sets out a clear vision and strategy for women and young people in the criminal justice system in Wales alongside a transparent set of measurable objectives. Clinks has been actively involved in the development of the Blueprints and is currently helping to plan a Women in Justice Summit event. Find out more here
CLINKS MEMBER'S NEWS: social welfare advice
The Advice Services Alliance has been commissioned by the Greater London Authority to conduct an evaluation of the provision of social welfare advice across London. This research aims to identify how the advice sector is responding to the challenges of high demand, funding cuts and welfare reform and is changing to maximise its reach and impact. It will make recommendations for how social welfare advice for Londoners can be strengthened. It's therefore an important opportunity for advice providers (voluntary, private, public, pro bono and academic), networks and other stakeholders to influence the future of social welfare advice in the capital. CLINKS MEMBER'S NEWS: immigration detention advice
Are you supporting someone held in immigration detention, or want to know more about detention in the UK? AVID's Handbook for Visitors has been revised and updated for 2019. It contains resources, guidance, information, tips and tools, in a user friendly format, including: what to expect when entering an immigration detention centre; how to start those initial conversations; how to support vulnerable people in detention; legal supports; detention law and policy; getting out of detention; and removal and deportation. CLINKS MEMBER'S NEWS: resettlement for older people
RECOOP has adapted its 50+ Transition Resettlement Programme for delivery in Approved Premises. This short programme is delivered at a pace which lends itself to the learning and engagement style of older people. It addresses five key areas: health and wellbeing; benefits and personal budgeting; re-establishing links with friends and family; accessing community services; and volunteering. CLINKS MEMBER'S NEWS: public service commissioning
The National Council for Voluntary Organisations (NCVO) is looking for people to share their experiences of bidding for public service contracts in competition or collaboration with other voluntary organisations. NCVO hopes the consultation will provide it with evidence to help shape policy that better enables both large and small voluntary organisations to flourish in public service commissioning processes. Many Clinks members will have had difficult recent experiences related to this, particularly in relation to bidding for contracts under the Transforming Rehabilitation reforms to probation. CLINKS MEMBER'S NEWS: gangs in prison
Catch22 has published Gangs in prison - violence reduction and rehabilitation. The brochure offers an insight into the Gangs and Violence Reduction Custodial Services it currently deliver in prisons across the UK. Catch22 works with 65,000 young people and adults each year. It works in custody screening and offender management across 23 prisons, through to mediation and long-term resettlement. Services are for victims, veterans in custody, and gang intervention. CRIMINAL JUSTICE SYSTEM: probation reform market engagement
The Ministry of Justice is holding a series of market engagement events on the future of probation services in England and Wales. A Dynamic Framework for Rehabilitation and Resettlement Interventions event series [18th June - 16th August | London, Cardiff, Manchester, York and webinars] will cover the design; payment mechanism and performance framework; commercial design; call-off commercial design; and day one services. CRIMINAL JUSTICE SYSTEM: probation reform update
The Ministry of Justice (MoJ) has published presentation slides with information on planned changes to the probation service. These slides were used to update stakeholders at recent events, following the publication of the government’s response to the Strengthening probation, building confidence consultation, which confirmed that from spring 2021 all offender management in England will become the responsibility of the National Probation Service. The slides provide further information on the MoJ’s plans for commissioning rehabilitative services from 2021 and the timetable for procurement of these services, including a separate timetable for Wales. CRIMINAL JUSTICE SYSTEM: accommodation pilot contracts awarded
Following the announcement in March of funding to support the Rough Sleeping Strategy, The Ministry of Justice has awarded contracts for Offender Accommodation Pilots to support people to find stable accommodation to Foundation UK at HMP Leeds, ARA (Addiction Recovery Agency) at HMP Bristol and St Mungo's at HMP Pentonville. The sites will pilot a new partnership approach to provide support people need when they are released from prison, primarily focused on finding them suitable accommodation. The pilots are aimed specifically at prisoners serving short sentences who are at high risk of returning to prison. Find out more about the pilot here
CRIMINAL JUSTICE SYSTEM: plans for youth justice
The Youth Justice Board (YJB) has published its Strategic Plan for 2019-2022, which sets out what it aims to achieve in the coming years. In addition to its guiding principle of ‘child first, offender second’, the plan identifies six priorities, including: a focus on better resettlement and transitions; supporting the roll-out of secure schools; reducing serious violence amongst young people in society; improving safety in custody; and improving local practice. Particularly welcome is a priority that focusses on addressing the disproportionality of black, Asian and minority ethnic people in the youth justice system. Find out more here
CRIMINAL JUSTICE SYSTEM: criminal record disclosure
The House of Commons has published a briefing paper on the retention and disclosure of criminal records. It sets out the rules in England and Wales governing the retention and disclosure of conviction and non-conviction information held on the Police National Computer and the Police National Database. FUNDING: homeless people
Help the Homeless has an upcoming application deadline for grants of up to £5,000. Small and medium-sized charities can apply for capital funding relating to projects supporting homeless individuals that assist in their return to mainstream society, rather than offering shelter or other forms of sustenance. The deadline for applications is 15th June. Find out more here
FUNDING: social integration
The London Family Fund will provide grants between £10,000-£85,000 to innovative grassroots projects that promote social integration in London. Bids are encouraged from parenting organisations, local community groups, early years providers, family services and others who want to promote greater social integration among parents and families. It aims to generate more diverse social networks, reduce parental isolation and loneliness, and improve the wellbeing of children. The application deadline is 18th June. Find out more here
FUNDING: social welfare
The Hadrian Trust's grants, normally between £500 and £2,000, are to help social welfare and charitable organisations working to improve the lives of people in the North East of England. Applications are considered for running costs, project costs, part salaries and basic equipment under the headings of: social welfare, including prisoners, ex-offenders or those at risk of offending and their families; youth; disabled and elderly; women; ethnic minorities; environment; education; and the arts. PUBLICATION: monitoring prisons
Independent Monitoring Boards has published its National Annual Report 2017/2018. It summarises the findings of independent monitoring boards in prisons in England and Wales to the end of 2018. The report finds the prison system is in a state of ‘fragile recovery’ after a lengthy period of staffing problems, increases in drugs and violence, and inadequate rehabilitation opportunities. FILM: hiring people with convictions
The Corbett Network has produced a film to highlight the benefits of hiring people with convictions. The Network is a coalition of more than 50 decision-makers of rehabilitation charities and organisations, including Clinks, dedicated to reducing re-offending by supporting people with convictions to find and keep a job.
