Clinks' Flexibility is vital report looks at the role and the value of voluntary organisations in meeting the needs of older people who have offended, and how, as the need grows, this value might be maximised for the future. People aged over 50 are the fastest growing group in the prison population. Meeting their needs, both in custody and after release, is one of the most pressing challenges facing the criminal justice system today. It is set to become even more pressing as the population continues to age. The report sets out recommendations for policy makers, commissioners and funders. Download the report here

CRIMINAL JUSTICE SYSTEM: arts and mentoring interventions
We are pleased to see the Ministry of Justice (MoJ) has published a toolkit, and associated research, to measure the outcomes of arts and mentoring interventions for people in the criminal justice system. The research focuses on the intermediate outcomes of arts and mentoring interventions, which may include other social and individual benefits, independent of any demonstrable effect on offending. The Intermediate Outcomes Measurement Instrument (IOMI) – a 29-item questionnaire – is aimed to be a robust but user-friendly instrument to measure these benefits. We very much look forward to working with the MoJ to explore the toolkit’s potential use to our members working across arts and mentoring activities. Download the resources here
CRIMINAL JUSTICE SYSTEM: probation inspector's annual report
Dame Glenys Stacey, current Chief Inspector of Probation, has published her annual report. She states that Transforming Rehabilitation is irredeemably flawed and it has proved well-nigh impossible to reduce probation services to a set of contractual requirements. It proposes that a new probation system should be evidence based, meet the needs of individuals, be integrated and professional and install confidence in probation and community sentencing. It recommends that the government should ensure that a good range of specialist services are available to meet need and a nationwide commissioning strategy for specialist services should be developed. The report also examines the challenges with current probation services and the changes to probation caseloads. Download the report here
