CLINKS BLOG: the needs of people with protected characteristics
Putting it into perspective: meeting the needs of people with protected characteristics on the ground is a blog by Clinks' Policy Officer Lauren Nickolls. In this interview with Phanuel Mutumburi, Business and Operations Director at Ipswich and Suffolk Council for Racial Equality (ISCRE), we find out about the work that ISCRE does, what protected characteristics mean for the organisation and the challenges they’ve experienced. CLINKS RESPONSE: equality and human rights
Clinks responded to the Equalities and Human Rights Commission’s (EHRC) strategic plan. We recommend EHRC holds the government and institutions to account to ensure the issues highlighted by the Lammy Review recommendations are addressed; EHRC promotes the value and needs of specialist women’s organisations; and activity, particularly around influencing standards and challenging poor practice, includes a focus on criminal justice institutions. CLINKS MEMBER'S NEWS: prisoner re-integration awards
The 2019 winners of the Robin Corbett Award for prisoner re-integration programmes have been announced. All three organisations are Clinks members. The results were Recycling Lives (winner), A Fairer Chance (highly commended) and Circles South West (commended). The award was presented by Lady Corbett at the House of Lords during a meeting of the All Party Parliamentary Group for Penal Affairs. She said, “The three winning charities stand as outstanding examples of how organisations can assist prisoners to help themselves”. Find out more here
CLINKS MEMBER'S NEWS: women in the CJS
The 2019 Griffins Fellowship Programme is open for applications. Do you want to contribute to practice and policy debates around women in the criminal justice system (CJS) by undertaking your own pioneering research? The programme, in partnership with the Institute of Criminology, Cambridge, offers public or voluntary sector practitioners six Fellowships. Five can be on any aspect of the treatment of women in the CJS. The other, offered in conjunction with the Barrow Cadbury Trust, is focussed on the treatment of young adult women (aged between 18 to 25) in the CJS, which may include the transition between youth and adult systems or the specific challenges faced by young women involved in crime. CLINKS MEMBER'S NEWS: women experiencing violence and abuse
The National Commission on Domestic and Sexual Violence and Multiple Disadvantage, established by Agenda and AVA (Against Violence and Abuse), has published its final report, Breaking Down The Barriers. The Commission looked into the experiences of the most disadvantaged women who have experienced violence and abuse. It warns of devastating consequences for women and their families not able to get the support they need. It finds mothers are particularly let down, with the fear of losing their children preventing them from accessing help. Find out more here
CLINKS MEMBER'S NEWS: legal aid for bereaved people
INQUEST and the bereaved families they work with are calling for automatic non-means-tested legal aid funding for bereaved people, for specialist legal representation immediately following a state related death to cover preparation and representation at the inquest and other legal processes. CLINKS MEMBER'S NEWS: pro bono communications support
Transform Justice is offering pro bono coaching and support from a strategic communications expert to six voluntary organisations working in the criminal justice system. The one-to-one support will help organisations communicate more clearly and effectively to all audiences, both online and in print, and help shift the public and media conversation about criminal justice. It will draw on findings from research conducted by the Frameworks Institute in 2016 on behalf of Transform Justice, the Criminal Justice Alliance, Clinks and the Standing Committee for Youth Justice. CRIMINAL JUSTICE SYSTEM: youth justice standards
The Youth Justice Board has published revised standards for children in the youth justice system which come into effect on 1st April. The standards define the minimum expectation for all agencies that provide statutory services to children in the youth justice system. Clinks welcomes the child-focused, strengths-based approach and the move towards an outcomes focus. We are disappointed not to see the role of the voluntary sector reflected in the standards and more on tackling discrimination and inequality in the youth justice system, as highlighted in our consultation response. CRIMINAL JUSTICE SYSTEM: transforming rehabilitation reform report
The National Audit Office (NAO) has today published a progress review report on the Ministry of Justice’s Transforming Rehabilitation programme. The report found that the programme, which radically altered the models of delivery of probation services into those delivered by Community Rehabilitation Companies (CRCs) and those delivered by the National Probation Service (NPS) and expanded statutory rehabilitation to people serving a sentence of less than 12 months, has not achieved its intended outcomes and does not represent value for money. The report also assesses the future plans for probation and although recognising that the Ministry has worked to amend some of the problems with the model it recommends a pause to fully consider risks and develop an appropriate future plan. CRIMINAL JUSTICE SYSTEM: children in custodial institutions
The Independent Inquiry into Child Sexual Abuse has published its investigation report on children in custodial institutions. The report examines evidence heard during two weeks of public hearings in July 2018 focussing on 2009-2017 and evidence from people held in custody as children some years ago. The report finds a number of failings and makes seven recommendations which it says will be needed to help better protect children in custody in future. FUNDING: young people in business
The Next Generation campaign, from Enterprise Nation, is offering cash prizes and supplementary support to aspiring UK-based young entrepreneurs. Young people will be invited to pitch their ideas to a panel of expert judges, with the chance of securing an investment. Winners will receive prizes including £2,500 cash investment, free office space and business support. The applications deadline is 8th March. Find out more here
FUNDING: community-based services for women
The Mayor’s Office for Policing and Crime (MOPAC) is inviting tenders for the provision of community-based services for adult women in contact with the criminal justice system for a pilot project to test an adult diversion scheme in London. MOPAC, the Metropolitan Police Service, statutory partners and voluntary sector organisations have developed the model for the pilot. At the point of arrest, instead of prosecution, an out of court disposal will be offered to women, alongside an integrated holistic package of support. The total budget is £350,000. The deadline for registering interest is 5pm on 22nd March. Find out more here
FUNDING: employment for people with learning disabilities
The European Social Fund has issued an access to employment project call in the West of England. £2.69 million of funding is available to run projects providing help and support to people with learning disabilities to find employment. Projects should engage with long term unemployed people in receipt of social care, young people with special educational needs as they leave school and college, and people with learning disabilities not currently in receipt of care and support. The application deadline is 14th May. Find out more here
FUNDING: community-led housing
The Start-Up Support Programme is offering up to £10,000 revenue funding for early stage voluntary organisations exploring community-led housing in England. It is targeted to support the earliest stages of a community led housing group’s development and help community led housing projects at an early stage to explore options, to enable community led housing solutions to become a reality. A total of £800,000 is available for this grants programme from February 2019 to 31st March 2020. This is a rolling programme. Find out more here
AWARDS: employment support
Applications are open for the ERSA Employability Awards 2019. Now in their seventh year, the awards are a celebration of some of the achievements of organisations and individuals working in partnership to help jobseekers in their journey towards, into and progression in work. ERSA welcomes nominations from across the employment spectrum including local authorities, housing associations, universities, specialist providers and private companies. The Third Sector Awards are open for entries. The Awards celebrate the achievements of charities, voluntary organisations, social enterprises and incredible individuals who are transforming the sector and making a real difference in their communities. There are 25 categories to choose from, including Best Charity Film (new for 2019), Fundraising Campaign, Communications Team of the Year, Volunteer of the Year and of course, Charity of the Year. BLOG: coaching in prisons
Duncan Mueller, a systems coach for Spark Inside, has written a guest blog for Russell Webster. The blog looks at Spark Inside's systems coaching programme which brings together prison staff and prisoners to promote positive cultural change on the wing. He writes, "We know coaching isn’t a panacea to our under-resourced, violent prisons. But improving wing culture is making a genuine difference". Read the blog here
