CLINKS BLOG: prison education reforms
In this guest blog, Rod Clark Chief Executive of Prisoners’ Education Trust (PET) sets out to demystify the major reforms of prison education commissioning that are underway. PET provides the secretariat for the Prisoner Learning Alliance (PLA), an alliance of voluntary sector organisations committed to prison education. This blog explores how voluntary organisations can get involved in the new commissioning systems, including the Prison Education Framework and the Dynamic Purchasing System. Read the blog here
CLINKS BLOG: the value of small charities
This guest blog from Caroline Howe, National Programmes Manager at Lloyds Bank Foundation for England and Wales, looks at their latest research into small and local charities. Their research provides evidence into the distinctive role of small charities and the importance not only of what they do but how they do it. The final Clinks Track TR report showed that smaller organisations were overlooked in Transforming Rehabilitation (TR). Through examining the distinctive value of smaller organisations, it becomes clear what is lost when funds through systems like TR fail to reach smaller charities working on the frontline. CLINKS EVENT: alternative to custody
We are holding 'Alternative to custody - engagement not enforcement' events. [4th July, Manchester | 5th July, Newcastle | 12th July, Bristol | Free for Clinks members / £50 non-members]. These regional criminal justice forums will explore how voluntary sector criminal justice services could contribute to better outcomes for individuals at risk of a short custodial sentence. This forum will explore how co-ordinated support from voluntary sector services in the community could contribute to early intervention and alternatives to custody – getting people the right support as early as possible to reduce the risk of re-offending. CLINKS PARTNER’S EVENT: complex commissioning
The Academy for Social Justice Commissioning is holding ‘Complex commissioning for complex needs: using partnerships, individuals assets and lived experience to build fulfilling lives' [26th June, Bristol, free]. Speakers include special guests with lived experience of multiple and complex needs; Head of Funding Laura Furness from Big Lottery; and Programme Manager Hannah Mahoney from Golden Key, a Bristol-based partnership changing the way services respond to people with complex needs. CLINKS MEMBER'S NEWS: training opportunity for women
Behind Bras is looking to find a minimum of 20 and maximum of 40 women to join a free Level 1 course in either stitching or pattern cutting. Each person must be unemployed, on benefits and ideally local to the Fashion Technology Academy in North London. Each learner must achieve 120 guided learning hours by 31st July in order to receive their qualification. Following completion, they will have the opportunity to secure employment on the Level 2 apprenticeship programme which is a 12-month course. CLINKS MEMBER'S NEWS: overhaul the prison system
Founder and CEO of London based charity Spark Inside, Baillie Aaron, has given a speech at the House of Commons in which she stated that if we care about society's safety, we need to overhaul our prison system to one that effectively reduces crime and keeps us all safe. She points out that 99% of people leaving prison will return back to our communities. Watch the speech here
CRIMINAL JUSTICE SYSTEM: young adults
The Justice Select Committee has published a report on young adults in the criminal justice system. The report makes recommendations for ensuring that a more distinct approach is taken to young adults, on the basis of stronger evidence than the Ministry has gathered, particularly about how young adults are treated in prison. Chair of the Justice Committee, Bob Neill MP, said: “While the 18-25 age group is one that offends the most, young adults have the greatest potential to make the transition to a crime-free adulthood while the brain is still developing. That is why a clear and effective strategy from the Government in this area is essential.” Read the report here (PDF download)
CRIMINAL JUSTICE SYSTEM: new minister
After the resignation of Dr Phillip Lee as Parliamentary Under Secretary of State for Youth Justice, Victims, Female Offenders and Offender Health, Edward Argar MP has taken up the role as Parliamentary Under Secretary of State for Justice. He will take up the same duties and responsibilities. Find out more here
CRIMINAL JUSTICE SYSTEM: Inspector of Probation stepping down
Dame Glenys Stacey will be stepping down as HM Chief Inspector of Probation at the end of her current term. Dame Glenys was appointed as Chief Inspector in March 2016 on a three-year fixed term. Dame Glenys said: “It is so important for those receiving youth offending and probation services and for the wider public, that providers and government are held to account for the quality of those services. HM Inspectorate of Probation plays a pivotal role...In many ways, the job I set out to do is done. HM Inspectorate of Probation has grown into a capable and respected organisation, with a strong senior management team, and people can be assured that the inspectorate will continue to do excellent work.” Find out more here
CRIMINAL JUSTICE SYSTEM: arts in criminal justice
Arts Council England has recognised the importance of arts in criminal justice in their latest strategic plan. Published last week, their two-year Corporate Plan sets out their high-level priorities for delivering their 10-year strategy over the period 2018-20. It states: 'We will support and celebrate the contribution creative practitioners and cultural organisations make across vital areas of public policy, including health and wellbeing and criminal justice.' PUBLICATION: Justice Select Committee report on Transforming Rehabilitation
The Justice Select Committee has published a report on their eight-month long inquiry into Transforming Rehabilitation (TR). The Committee examines the many serious issues that have arisen as part of TR and proposes a range of short and medium-term solutions. The report also recognises the vital role played by the voluntary sector and makes several recommendations to improve the quality and quantity of the sector’s involvement. FUNDING: support into work
A Helping Unemployed and Economically Inactive People into Work Call for Proposals has been launched under the European Social Fund stream of the European Structural and Investment Funds for Cheshire and Warrington. Grants from a minimum of £3 million are available to run projects which support people to reskill and retrain in response to local employment opportunities in the Cheshire and Warrington Local Enterprise Partnership area. The deadline for outline applications is 6th September. Find out more here
FUNDING: young people
The Wakeham Trust provides funding for small-scale projects that are struggling to get funding from elsewhere, but are making a real contribution to the local community. The Trust likes to support projects that encourage the empowerment of ordinary, non-professional people. They are keen to support pilot projects, and those that are run by groups who are usually considered recipients of voluntary action (such as older people or young people involved in the criminal justice system). Grants of between £125 and £2,500 are available. Applications are ongoing. Find out more here
CLINKS MEMBER'S EVENT: probation practitioner conference
The 3rd Annual Probation Practitioner Conference [2nd July, London, from £80], led by the Probation Institute in partnership with the National Probation Service and the Community Rehabilitation Companies and aims to give attendees the opportunity to take stock of current practice, to share good practice and the latest research and to look at what ways the probation world can go forward to achieve stronger outcomes. Speakers and workshops will discuss pathways for the future with key messages about partnership, communication and integration. They will focus on innovative practice, research outcomes, professional development and ways in which organisations can collaborate more effectively. Find out more here
CLINKS MEMBER'S EVENT: substance abuse and stigma
Adfam is launching its #StigmaMakesMeFeel campaign [11th July, London, free]. It wants people to think about how families experience stigma surrounding substance abuse issues, and how that makes them feel. Stigma can cause families to feel isolated and obstruct them from accessing support through fear of being judged. Find out more here
