CLINKS NEWS: ending homelessness
Clinks has supported Crisis with the first stage of its end homelessness campaign through holding a joint consultation event on the issues causing homelessness and the solutions. The consultation findings have been used to inform Crisis’ plan to end homelessness, 'Everybody In: How to end homelessness in Great Britain', which will be launched at its annual conference in June. Participants felt that prevention was the most important part of tackling homelessness in the long term, and that councils needed to focus their efforts on proactive prevention measures. CLINKS MEMBER'S NEWS: convictions and construction
Nacro has published employer guidance for construction industry employers called 'Mind the Gap: a practical guide to employing ex-offenders in the construction industry'. The guidance is aimed at employers and recruiters in the construction industry to help them understand their legal rights and responsibilities and best practice when employing a person with a criminal record. The guidance outlines how to implement fair, safe and responsible policies and practices based on a full understanding and assessment of risks involved. Find out more here
CLINKS MEMBER'S NEWS: resettlement and cultural needs
The Probation Institute has published its quarterly magazine, with a focus on a study called 'Short but not sweet' which explores the impact of short custodial sentences on mothers and children. It also features an article from Muslim Women in Prison highlighting its project which resettles Muslim women after prison, and how it addresses their specific cultural needs when returning to their communities. CRIMINAL JUSTICE SYSTEM: Justice Secretary interview
In a weekend interview with the Times newspaper, Justice Secretary David Gauke stated that the prison population is too high, and underlined the need for second chances and the right facilities and staff to support rehabilitation. He recognised that the needs of women and people with mental ill health are best met in the community. He said the Ministry of Justice may set up secure old people’s homes to address the ageing prison population and better meet its needs. Creative activity in prisons was also recognised as providing a route to employment and rehabilitation. Read the interview here (registration required)
CRIMINAL JUSTICE SYSTEM: universal credit for prison leavers
'Universal Credit and prison leavers' is a set of leaflets from the government providing information for prison leavers, work coaches and probation officers about Universal Credit. It includes how to report changes of circumstances, support available and the types of identification that can be used to make a Universal Credit claim. Find out more here
CRIMINAL JUSTICE SYSTEM: short sentences
The Ministry of Justice has published a report called 'Do offender characteristics affect the impact of short custodial sentences and court orders on reoffending?' which finds reoffending was reduced for those serving court orders (community sentences and suspended sentences) compared to short custodial sentences. These effects were greater for: people with a large number of previous offences; people aged 18-20 and over 50; and people with ‘significant’ psychiatric problems. Find out more here
CRIMINAL JUSTICE SYSTEM: HMI Probation corporate plan
HM Inspectorate of Probation has released its plan for the next three years. Its ambition is: An agreed view of high quality youth offending and probation services and how this should be measured; and that youth offending and probation services protect the public and positively change the lives of the most vulnerable. FUNDING: anti knife crime
The Home Office has launched a second round of the Anti-Knife Crime Community Fund with £1million available for projects taking place in 2018/19. The fund has been set up to support community projects which reduce knife crime and have a positive impact on young people at risk of carrying a knife and committing crime. Voluntary organisations can apply now for grants of up to £30,000. Applications for greater funding will be considered for projects with collaboration between partners. The deadline to apply is 15th June. Find out more here
FUNDING: young Londoners
The Mayor of London is inviting applications for projects that tackle causes of youth violence and knife crime and help children and young people in London make positive choices. London Mayor Sadiq Khan set up the Young Londoners Fund to help and support children and young people (aged 10 to 21 years) to fulfil their potential, particularly those at risk of getting caught up in crime. Grants are available from £10,000 up to £500,000. The deadline to apply is 9th July. Find out more here
CLINKS MEMBER'S EVENT: the good prison
EDP is holding a launch event for its new service in HMP Exeter [4th June, Bodmin, free], which will focus on providing a more coordinated approach to prisoners in the two weeks leading up to their release and on the day of release. Based on the Clinks-managed Good Prison project which ran for 18 months, EDP hopes to involve as many partners as possible so that it can create a holistic and useful service that allows prisoners to attend their day of release appointments, taking into consideration the new housing legislation and the full roll out of Universal Credit. PUBLICATION: public sector contracting
3SC has published a paper called 'The crisis in Public Sector contracting and how to cure it'. It states that "There are many small organisations out there, particularly in the third sector, who deserve a chance to show how they can generate more positive social outcomes out of government contracts. However, they can’t make the cut – excluded because they do not meet financial hurdles irrespective of what they can deliver in relation to outcomes for the customer.
