CLINKS MEMBER’S NEWS: police and crime plans
Revolving Doors Agency has published a review of all Police and Crime Plans across England and Wales called ‘Under the Spotlight’. These plans are the key public documents setting out Police and Crime Commissioners’ priorities for tackling crime in their local area. The review explores how Police and Crime Commissioners (PCCs) address the issue of people who come into repeated contact with police and courts as a result of homelessness, poor mental health and substance misuse, and how they support young adults to grow out of crime. The review demonstrates that many PCCs recognise these multiple disadvantages and their relationship to crime, and across the country are willing to innovate and take risks in order to prevent and address crime. CLINKS MEMBER’S NEWS: equality in police and crime plans
The Young Review has launched a report which assesses the race equality priorities of the Police and Crime Commissioners. Key findings include: more than three quarters of the plans made no reference to race equality and improving outcomes for black, Asian and minority ethnic (BAME) communities; only a quarter of the plans made some in-depth reference to an issue affecting local BAME communities and only six plans highlighted demographic and ethnic breakdown for their area. CLINKS MEMBER’S NEWS: supporting men in prison
Safe Ground has been awarded The Longford Prize which celebrates the achievements of individuals, groups and organisations working in the field of prison reform. The Longford Trust especially commended Safe Ground’s Man Up and Fathers Inside programmes. Using active learning techniques, Man Up supports participants to explore ways in which concepts of masculinity contribute to shaping individual identity. The programme has been delivered in 11 prisons across England and Wales and in a number of community settings. Fathers Inside is Safe Ground’s flagship parenting programme. The Ministry of Justice Data Lab found that participants are 16 percentage points less likely to reoffend than their counterparts who did not take the programme. Find out more here
CLINKS MEMBER’S NEWS: criminal record checks
Unlock has published a briefing called ‘Criminal record checks: is the volume of disclosures proportionate?’ which examines the need to reform the disclosure rules. The research seeks to provide information about the quantities of criminal records disclosed over a recent annual period in order to measure their significance to the recruitment process and relevance, along with potential disproportionality. CLINKS MEMBER’S NEWS: taking responsibility
The Prison Reform Trust (PRT) has published ‘A different lens’, a report which outlines the findings of PRT’s ‘active citizens’ programme which launched in 2015. Active citizens forums have been run in ten prisons, working with groups of prisoners to study a specific problem and propose solutions for the governor to consider. The forums tackled topics such as preventing fights, keeping the environment clean, treating prisoners as adults, and preparing for release. The report says that enabling people in prison to take responsibility for day–to-day life behind bars encourages a greater sense of autonomy and self-respect and contributes to better decision making by prison managers. CLINKS MEMBER’S NEWS: prison education
The Shaw Trust and Ixion are looking for expressions of interest for delivery of education under the Prison Education Framework. They are looking for an organisation with a track record of delivering excellent education outcomes to learners, especially in custodial environments. They would also welcome expressions of interest from those that provide innovative support to those in custody and through the gate. The Framework will be procured through the Ministry of Justice, with the first stage of the procurement process starting in January 2018. The deadline for applications is 22nd December. CRIMINAL JUSTICE SYSTEM: prisoner equalities report
National Offender Management Service has published its annual offender equalities report: 2016 to 2017. It covers the reporting period up to 31st March 2017 which is prior to the introduction of Her Majesty’s Prison and Probation Service. The report provides an analysis of people with convictions and focuses on equalities. It finds that the average prisoner age is getting older, that prisoners who declared their ethnicity as black, Asian or minority ethnic represented 22,432 (or 26%) of all prisoners and the number of female prisoners has fallen. CRIMINAL JUSTICE SYSTEM: urgent protocol
The Chief Inspector of Prisons has been given new powers to alert the Justice Secretary directly of any urgent and severe problems he finds during a prison inspection. This 'Urgent Notification Protocol' requires the minister to publish an action plan within 28 days to tackle the concerns raised. A team of specialists will also be assembled to ensure immediate action is taken and implement a longer-term plan to ensure sustained improvement. Find out more here
FUNDING: children in need
The BBC Children in Need Main Grants programme will consider applications requesting grants of over £10,000 to support projects for up to three years. Registered charities and not-for-profit organisations in the UK can apply if they are supporting children and young people of 18 years and under who are experiencing disadvantage through: illness, distress, abuse or neglect; any kind of disability; behavioural or psychological difficulties or who are living in poverty or situations of deprivation. There are three deadlines for initial applications in 2018: 16th January, 17th May and 13th September. Find out more here
CLINKS PARTNER’S EVENT: social exclusion
The Academy of Social Justice Commissioning is holding ‘Coaching’s Impact on Social Exclusion: Measuring Hearts and Minds' [9th January, Manchester, free]. In this seminar Clare McGregor, Founder and Managing Director of Coaching Inside and Out will share how commissioners are supporting a new service to provide life coaching for men, women and young people in our prisons and communities to improve their own lives and the lives of others. Clare will also lead a debate about the difficulties of evaluating the impact of any one human intervention on improved social or criminal justice outcomes. Find out more here
CLINKS MEMBER’S EVENT: expert citizens
The Prison Radio Association is holding ‘Inside Prison Radio 2018’ [18th January, London, from £50]. The global prison radio community will share knowledge, stories and experiences, and this year the event will focus on people with lived experience of prison who make the radio shows. 72% of people in prison choose to listen to National Prison Radio, and tune in for an average 11.4 hours every week.
