CRIMINAL JUSTICE SYSTEM: reviewing payment by results literature
'Getting payment by results contracts right' is the latest in Russell Webster's blog series looking at lessons learned from a recent review of payment by results (PbR) literature. The post examines what the literature says about how to get the payment structure and length of contract right for PbR schemes. He finds that commissioners and providers need to pay considerable attention to the issues of contract length and payment arrangements at an early stage in proceedings; and the most reliable way of deciding on an appropriate contract length and a realistic payment structure which guarantees a workable cashflow for providers of different sizes is for commissioners and potential providers to engage in a modelling exercise at the pre-procurement stage. PUBLICATION: voluntary sector data published
NCVO has published their '2016 Civil Society Almanac'. This publication draws together voluntary sector related trends, facts and information from NCVO's research programme, and the latest available data from government surveys, academic research, and research by voluntary organisations. The analysis at the core of the Almanac is based on over 10 years’ worth of data and evidence collected jointly by NCVO and the Third Sector Research Centre (TSRC). This year's Almanac shows: The biggest charities' incomes grew in 2013/14, while that of smaller and medium-sized charities decreased in real terms; and there is a sharp rise in youth volunteering - the proportion of 16-25 year olds saying they volunteer once a month is up by more than half since 2010. Find out more here
PUBLICATION: social impact bonds
'Better Outcomes, Better Value' is a Bridge Ventures paper examining the evolution of social impact bonds (SIBs) in the UK. The paper is based on lessons learned from the thirteen SIB contracts that Bridge Ventures has backed to date, and is primarily aimed at those who commission services at local or national government level. The paper looks at when outcomes contracts work best, key policy areas for outcomes contracts, and the evolution of the SIB model. Download the paper here
