CRIMINAL JUSTICE SYSTEM: ex-armed forces in prison
The Government has responded to Stephen Phillips' November 2014 report into ex-armed forces in the Criminal Justice System. Their response states that they "will consider any recommendation that will improve the lives of the small minority of ex-armed forces that commit offences." The response goes on to say that Liaison and Diversion Services will provide early identification, and that from January 2015 every prisoner coming into prisons will be asked if they have been a member of the armed services. They also commit to working with charities, and highlight some resources for service providers and staff, including our own Directory of Offender Services. Find out more here

'Addressing Sexual Bullying Across Europe. Awareness, Cooperation, Tackling: An effective strategy to stop sexual bullying' is a Leap Confronting Conflict conference [28th January, Leeds, free] that aims to develop your understanding of what sexual bullying is and shine a light on which approaches to adopt to prevent it from having destructive effects on young peoples’ confidence and self-esteem. As part of a pan-European partnership, the event will launch the Awareness Cooperation Tackling pack; a peer-to-peer education pack to address the threat and impact of sexual bullying in young people aged 13-18 which includes workshop plans and training for adult and peer educators. Find out more and book here
CLINKS MEMBER'S EVENT: ending the silence on paedophilia
'Hiding The Issue? The uncomfortable subject of paedophilia: Is it time to end the silence?' is a NoOffence! conference [13th May, HMP Thameside, from £50] that will bring people together so that we may gain greater understanding of this behaviour, the individuals who commit such offences and how we should manage their behaviour before and after an offence has been committed. The high profile cases of celebrities, who engaged in harmful sexual behaviour, has brought the subject into public awareness like never before. The time is right therefore to attempt to foster a more productive and less sensational discussion of the issues involved in this most emotive of criminal behaviours. Find out more and book your place here
CLINKS MEMBER'S TRAINING: minimum standards on victims' rights
'Victims' Rights in Restorative and Criminal Justice' is a CPD accredited IARS training course [22nd January, London, from £75] that aims to ensure that practices conform with the new EU Victims' Directive 2012/29/EU establishing minimum standards on the rights, support and protection of victims of crime. Additionally, there will be a focus on the Directive's restorative justice requirements and on increasing knowledge on how to treat and interact with victims in the criminal justice process. PUBLICATION: a victim led CJS
'A Victim-led Criminal Justice System: Addressing the paradox' is a new IARS publication, featuring a collection of peer-reviewed articles that contribute to current national and international debates about the position of victims in the Criminal Justice System. "Following fierce campaigning by victims’ groups, the international community has entered into a debate that aims to move the victim from the margins to the centre of the Criminal Justice System. For the first time restorative justice is explicitly regulated at EU legal level as new Victims’ Directive aims to establish a base line for its safe implementation across members’ states." Download the paper (£9.99) here
PUBLICATION: girls in the CJS
'Girls in the Criminal Justice System', a joint inspectorate report, found that youth offending teams (YOT) and staff in secure establishments were working hard with girls who commit criminal offences to reduce reoffending and reduce the risk the girls posed. However, many of those girls had potentially been exposed to sexual exploitation in the community and staff needed to be better equipped to deal with it. Inspectors were most concerned to find that child sexual exploitation presented a serious risk to girls in all the areas visited. In order to drive improvements, inspectors made recommendations that included ensuring effective liaison between YOTs and other agencies working to safeguard girls at risk of sexual exploitation and regular monitoring and evaluation of the effectiveness of this cooperation. Download the report here
PUBLICATION: developments in stop and search
StopWatch, a research-led group advocating for police reform, have produced a concise briefing outlining the key developments relating to stop and search reform and matters relating to directly elected Police and Crime Commissioners (PCCs) across Britain. The briefing covers the period of October to December 2014 and previous editions are also available on the website. Read the briefing here
PUBLICATION: training and developments for magistrates
'Fit for purpose: do magistrates get the training and development they need?' is a Transform Justice report that finds the magistracy today is less representative of the population in terms of age and ethnicity than it was 25 years ago. The report finds that investment in magistrates' training has reduced considerably over the last five years and that many magistrates would like more training, particularly in dealing with women, children, those with mental health problems and with victims and perpetrators of domestic violence. Find out more here
RESOURCE: raising awareness of restorative justice
The Restorative Justice Council (RJC) has published an information pack to raise awareness of restorative justice among magistrates. Restorative justice is increasingly being used throughout the Criminal Justice System, and magistrates can recommend its use as part of a community sentence or before sentencing has taken place. The pack will increase understanding of the benefits of restorative justice and how it can currently be used within sentencing. This resource has been developed with the help of the Magistrates’ Association, the Ministry of Justice and HM Courts and Tribunals Service. Find out more here
