CLINKS NEWS: Transforming Rehabilitation update
The updated version of the Industry Standard Partnering Agreement, for use in supply chain subcontracts under Transforming Rehabilitation (TR), has been released by the Ministry of Justice. Clinks are currently reviewing this with Russell-Cooke solicitors, and will be making updated guidance available shortly. We have also now heard back from most Tier 1 bidders confirming which Contract Package Areas they are bidding in and any they have withdrawn from; see the latest list on our website. And if you have any questions about TR or questions as a result of your discussions with Tier 1s, remember you can contact our TR Helpline on 020 3637 0155 (until 30th June) or by emailing TRHelpline@clinks.org for advice and referrals to legal support.
CLINKS EVENT: where do you fit into the Criminal Justice System?
Our national conference is filling up nicely, with limited places available. CRIMINAL JUSTICE SYSTEM: new prison visits booking system
HM Prison Service has launched its new, online Prison Visits Booking service. The new system will run alongside the current process but will offer a quicker, easier and more convenient route for both visitors and booking staff. The new service is available to female, youth and adult male prisons, category B and below, within the public sector Prison Service throughout England and Wales. It is not available to private sector prisons or those within the High Security Estate at present. Find out more here
COMMISSIONING: young people's healthcare
NHS England are seeking suitably qualified and experienced healthcare providers (including NHS providers, private sector organisations social enterprise/third sector organisations) for the provision of an integrated healthcare service at Rainsbrook Secure Training Centre, while demonstrating value for money and innovation in improving the health of those in custody. The deadline for returning Pre Qualification Questionnaires is 27th June. Find out more here
FUNDING: increasing employment in the East Midlands
Small voluntary and community organisations that are working in Derby, Derbyshire, Nottingham, Nottinghamshire, Leicester, Leicestershire, Lincolnshire and Northamptonshire are eligible to apply for grants of between £5,000 and £15,000 from the East Midlands ESF Community Grants scheme. The focus of this programme is the engagement of workless adults in under-developed areas and communities, and individuals under-represented in the labour market. All beneficiaries of this funding must be people who are unemployed or inactive in the labour market, aged 19 years and over who are from the hardest to reach communities and who have difficulty accessing mainstream provision. The deadline for applications is 27th June, but application packs must be requested by 20th June. Find out more here
FUNDING: for communities in Somerset
Communities neighbouring the new Hinkley Point C nuclear power station in Somerset can apply for funding for projects which improve the economic, social or environmental well-being of the local community. Not-for-profit community-based organisations, parish councils and local authority partnership projects are eligible to apply. The funding can be used for both capital and revenue projects including core running costs, salaries and/or project costs for up to three years as long as they have a wide public and community benefit. Projects must be able to demonstrate specific and measurable benefits for the local community. The deadlines for applications are 1st July, 1st September and 1st November 2014. FUNDING: finance for job creation in the West Midlands
The West Midlands Mezzanine Fund aims to assist businesses to access finance to grow and create jobs. Businesses will be able to apply for mezzanine loans - an innovative financial tool, between traditional debt and equity, which avoids part ownership by investors - of between £250,000 and £2 million to fund development and growth plans. Typical investments are expected to be around £1 million. Assistance is available to SMEs in the West Midlands in any sector. No equity is required; the ability to repay the loan is key to the provider. The provider is flexible around what funding can be used for and could be available for growth, acquisitions, property, working capital, capex etc. Applications for assistance can be made at any time. FUNDING: safer communities in Derbyshire
The Police and Crime Commissioner for Derbyshire Fund (PCCD) aims to improve the quality of life for Derbyshire and Derby City residents by supporting activities that help to build safer, stronger communities. Grants of up to £500 are available for constituted voluntary and community groups, and applications can be submitted at any time. Find out more and apply here
FUNDING: mental health services in Wales
The Welsh Government is inviting expressions of interest for their Section 64 Grant Fund. National (all of Wales) voluntary organisations that are registered charities with a track record of working in the mental health field are eligible to express their interest in the new funding which will be available to deliver national projects that support the Government’s Together for Mental Health priorities. The deadline to express an interest is 4th July. Find out more here
FUNDING: disadvantaged communities in Derbyshire
The Walbrook Fund provides finance for organisations that support community activity that directly helps those facing disadvantage in Derby and Derbyshire. Grants of up to £1,000 are available for groups working in geographical areas of high disadvantage, where people are facing acute economic difficulties, and also for groups working with marginalised groups, including older people, isolated people, individuals with mental health problems or disability, or people facing homelessness. CLINKS MEMBER'S EVENT: ex-service personnel in the CJS
'Broken Soldiers', the No Offence! summer conference, [9th July, Doncaster, from £110], will focus on the concerns about the number of ex-service personnel in the Criminal Justice System. HM Inspectorate of Prisons have recently called for NOMS to develop a national strategy to ensure ex-service personnel in prison are identified, their needs assessed and effective support provided, both in custody and on release, to help them resettle in the community and reduce the risk of reoffending. This conference aims to examine and discuss the need for a coordinated approach with a view to pooling resources, sharing good practice, avoiding duplication and providing a coherent and workable solution to meet the needs of ex-service personnel. CLINKS MEMBER'S TRAINING: an introduction to commissioning
The Academy for Justice Commissioning have launched their new 45 minute 'Introduction to commissioning' e-learning course. The course offers an introduction to commissioning public services at both national and local level and is designed to help promote a shared commissioning language to support delivery of the best possible outcomes for users of public services. It will cover: the four stages of the commissioning cycle; the benefits commissioning could bring when applied to public services; how to apply good commissioning practice in your role; further information and guidance about commissioning. PUBLICATION: working with Traveller offenders
'Working with Gypsy and Traveller Offenders' is a new research study by the Irish Chaplaincy which aims to gain a better insight into the experiences of Traveller offenders on probation or within the wider Criminal Justice System. The research found that Traveller offenders had lower literacy levels than the general offender population; alcohol use was higher than average; and resettlement and access to Traveller sites was problematic. PUBLICATION: children of offenders briefings
There are 2 new additions to i-HOP’s series of briefings about children of offenders. The Workforce Development briefing suggests that it is important for content on undergraduate workforce training courses such as PGCEs, childhood studies, criminology, child nursing and so on to include children of offenders. The briefing for Local Authorities highlights the need for a strategic, multi-agency, locality-wide response in order to effectively support this group of children and families.
RESOURCE: good practice mark for night shelters
Housing Justice has launched a new national good practice standard for Night Shelters, the Housing Justice Quality Mark (HJQM). The new HJQM sets out standards of good practice, including risk assessment, health and safety, training for volunteers, and partnership working. The HJQM will make sure that shelters operate safely and work in partnership with others to respond effectively to the needs of their homeless guests. The Mark has already been piloted across several shelters. Find out more here
OPPORTUNITY: evaluate a women's project
Women in Prison Ltd are seeking to commission an evaluation for The Triangle Project. The Triangle Project is a national project, funded by multiple funders and aimed at reducing the risk of women re-offending and returning to custody, supporting their community resettlement and social inclusion. The tender has a budget of £10,000 and the closing date for proposals is 5pm, 20th June. Find out more and apply here
OPPORTUNITY: see how criminal justice works overseas
The Winston Churchill Memorial Trust Travel Fellowship for 2014 includes a 'Prison & Penal Reform' category. The Fellowship offers you the chance to see how things are being done differently or better overseas. It will enable you to return to the UK with new ideas and renewed energy to work towards a better system in the UK. This will be the third and final year of a joint three year project with the Prison Reform Trust. Deadlines aren't until the 23rd September, so find out more here
AWARD: for female entrepreneurs
The Social Enterprise Awards this year includes the new category of 'Women's Champion'. They are looking for someone who has created significant positive change for society by demonstrating socially entrepreneurial behaviours, beyond the day-to-day expectations of any job that they may have, to tackle any social and/or environmental issue. Someone who has helped strengthen the voice, raise the debate, or shine a spotlight on what the social enterprise movement is achieving either nationally, within a particular sector or industry or within a particular sphere of influence.
