The MoJ have published the Industry Standard Partnering Agreement which is the document that will govern future MoJ subcontracting arrangements. Clinks has submitted and published its response which you can read here
CLINKS MEMBER'S NEWS: Butler Trust award
Congratulations to Light Lunch reader Melva Burton who won a Butler Trust award recently for her contribution to the risk management of sexual offenders in the community. Melva, former director of Yorkshire & Humberside Circles of Support & Accountability, and now head of the charity Being on Purpose, drove forward the Circles-approach in West Yorkshire and integrated it within the MAPPA system. CRIMINAL JUSTICE SYSTEM: new services for women in prison
On 27th March the Ministry of Justice announced the intention to establish a Clink restaurant at HMP/YOI Styal and a Clink market garden at HMP/YOI Send which will supply produce to two Clink restaurants. In accordance with a commitment given to Parliament the Ministry of Justice has published an update on the progress made in delivering the Government’s strategic objectives for female offenders. CRIMINAL JUSTICE SYSTEM: TR supply chain registration deadline extended
Steve McGarvie at the Ministry of Justice has confirmed that the 31st March deadline for registering as a Tier 2 or 3 provider under the TR programme has been removed. Registration will continue to be open indefinitely. If you are considering subcontracting under the Transforming Rehabilitation programme, you are strongly advised to register. There has also been a bit of a backlog on recent registrations which MoJ were hoping to have cleared by now. They've sent out an email update to all registered organisations this week. If you believe you have registered and haven't received an email from MoJ, or if you've still to register, please contact the MoJ at MAS@justice.gsi.gov.uk
CRIMINAL JUSTICE SYSTEM: magistrates given new powers
Offenders serving short custodial sentences will now be subject to supervision in the community and if they do not comply with the supervision requirements magistrates will have new powers to deal with them, including sending offenders back to custody for up to a fortnight. They can also face fines, curfews with electronic tags or be required to do work in the community. Justice Minister Damien Green said: "This new power will mean magistrates can help us respond quickly to offenders who breach their supervision conditions and help keep them on the straight and narrow." FUNDING: to get investment ready
The Big Lottery Fund has announced the launch of Big Potential, a £10 million fund to help charities and social enterprises get investment ready. The ultimate aim of the fund is to improve the sustainability, capacity and scale of voluntary sector organisations so they can deliver greater social impact. The programme is aimed at voluntary sector organisations at the beginning of their social investment journey, with grants of between £25,000 and £75,000 available. Find out more here
FUNDING: for local community services
The Community Investment Fund invests between £250,000 and £1m in community based, locally led organisations which are providing essential support and services to improve the well-being of local residents, developing the local economy and creating positive social change for all individuals in the community. The fund invests debt and equity into community based social enterprises and charities in England. Find out more here
CLINKS MEMBER'S TRAINING: working with offenders' families
Barnardo's are delivering 'Hidden Sentence' training [29th April, HMP Eastwood Park, free] gives an overview of the issues that affect prisoners’ families and provides a range of strategies and resources to help professionals to support them. As part of the training participants have the opportunity to visit the prison and experience first hand what it is like for children to visit family members. Find out more here
CLINKS PARTNER'S EVENT: supporting mulitple and complex needs in Sunderland
'Improving Support for People with Multiple and Complex Needs' is a MEAM event [23rd April, Sunderland, free] that provides an opportunity to bring together key local stakeholders across all sectors to focus on fresh thinking towards identifying new approaches to tackling multiple and complex needs in Sunderland. OPPORTUNITY: to influence the system for women and girls
The Griffins Society researches and promotes effective practice in working with women who are in prison or subject to criminal justice interventions in the community. They have two fellowship programmes for 2014-15. For the main programme they are seeking proposals that explore an aspect of the treatment of women and/or girls within the Criminal Justice System, with the aim of improving practice and/or policy. They have also teamed up with LankellyChase Foundation to seek proposals that relate to the treatment of women or girls with multiple needs who are at risk of offending. Homegrown is running a series of drama workshops for female ex-offenders [7th & 8th May, 14th & 15th May and 21st & 22nd May, Jagonari Centre, Whitechapel] looking at themes of home and belonging through the use of drama exercises, boosting confidence, building strong relationships and gaining skills. OPPORTUNITY: join a police ethics committee
Greater Manchester’s Police and Crime Commissioner Tony Lloyd and Chief Constable Sir Peter Fahy have set up an ethics committee which will facilitate public scrutiny and encourage public debate in the complex area of police ethics. They are seeking committee members whose skills and experiences can enrich the decision making of senior leaders and improve the transparency of Greater Manchester Police for the benefit of the communities of Greater Manchester. Committee members will be paid an allowance and the initial term of office will be two years. Find out more here
PUBLICATION: ex-service personnel in prison
'People in prison: Ex-service personnel' is a new findings paper by HM Inspectorate of Prisons that summarises the literature concerning ex-Service personnel and draws on evidence from prisoner surveys and inspections undertaken by HM Inspectorate of Prisons. It aims to provide an overview of the potential issues faced by ex-Service personnel in prison and whether these differ from those faced by the general prisoner population, and to review the resources available to ex-Service personnel in prison and the outcomes for this group. PUBLICATION: working with gypsy and traveller prisoners
Irish Chaplaincy have published 'Gypsy and Traveller Prisoners: A Good Practice Guide' to answer some of the most common questions asked of them by prison staff, and to help prisons better meet the needs of this group and reduce reoffending as a result. Download it here
