CLINKS BRIEFING: The Government’s response to the Justice Select Committee and women’s custodial estate review
In July 2013, the Justice Select Committee published the findings from its year-long inquiry that reviewed progress made since the Corston Report. The Ministry of Justice has now published the Government response to this report, setting out its intended approach to managing women offenders. Alongside this, the National Offender Management Service (NOMS) has published the Women’s Custodial Estate Review. This briefing summarises the headline recommendations made within both of these documents. Read it here
CLINKS BLOG: Don’t let the TR tail wag the rehabilitation dog
Clinks Policy Manager Lesley Frazer has written a blog to accompany the new Clinks discussion paper ‘What does 'good' rehabilitation look like?’. Lesley says “The focus of the TR payment mechanism on short-term primary desistance, and the shift to nationally commissioned resettlement and punishment/rehabilitation services, risks disconnecting rehabilitation services and service users themselves from the communities and wider local systems that have the potential to support secondary desistance and bring about long term, positive change.” Read and comment on the blog here

CLINKS MEMBER’S NEWS: Drugscope on Transforming Rehabilitation
Marcus Roberts, Director of Policy for Clinks Member Drugscope, was recently interviewed by Russell Webster in the latest in a series of video interviews on Transforming Rehabilitation. Marcus expresses concerns that smaller organisations may struggle to demonstrate their impact with limited capacity and resources to build their evidence base, and the sheer complexity of the emerging commissioning environment. CLINKS MEMBER’S NEWS: working with female offenders in Wales
Clinks Members WCVA are surveying organisations in Wales who work with and/ or commission work with female offenders, whether as a specific group or part of a wider target group. The information will inform the development of Integrated Offender Management Cymru (IOMC) Women’s Operating Model, applying IOM principles to the way in which female offending throughout the Criminal Justice System in Wales is addressed. CRIMINAL JUSTICE SYSTEM: £49 million funding for Police and Crime Commissioners
Ministry of Justice have announced two upcoming rounds of funding for Police and Crime Commissioners (PCCs). £29 million will be available to PCCs and charities to help deliver Restorative Justice for victims over the coming three years. £20million will be available to “incentivise collaboration, support improved digital working and enable PCCs to invest in a range of other innovative delivery approaches that have the potential to improve policing and deliver further efficiency.” Neither announcement features any funding opportunities yet, and light lunch will keep you updated if and when VCSE organisations can apply
COMMISSIONING: developing a new alliance for women and girls at risk
The Corston Independent Funders Coalition (CIFC) is working with Clinks and other key VCSE partners to develop a new alliance for women and girls at risk. £25,000 is available for the development of the alliance over a six month period, and £10,000 is available to carry out a literature review, to be undertaken over a four month period, exploring the main risk factors it should seek to address. The deadline for submission of tenders is 5pm, 9th December. Further information and tender specifications may be downloaded here
OPPORTUNITY: influence Local Enterprise Partnerships
The Government has told LEPs to spend 20% of the £5 billion EU structural and investment funding on social inclusion projects. Kevin Curley recently told Third Sector magazine that “there is a real chance here for voluntary sector leaders to influence LEP spending plans and make new money available to local voluntary organisations for their work with the unemployed and, through what government is calling community-led local development, for area regeneration work.” Read the article here
FUNDING: to support innovative music and education partnerships
Youth Music will provide grants of up to £30,000 to support partnership working between schools and specialist music education providers with the aim of enabling young people at risk of low attainment, disengagement or educational exclusion to achieve the best musical, educational and wider outcomes. Projects must be a partnership between a school (or partnership of schools) and an external music organisation or provider. Funding for up to four years is available and applications must be submitted by 10th February 2014. For more information click here
FUNDING: for work in sub-Saharan Africa
UK-registered organisations are eligible to apply for funding to carry out work in sub-Saharan Africa. Grants of up to £10,000 are available for projects lasting up to six months, contributing to the following outcomes: Better Futures, Healthier Finances, Safer Lives, Stronger Communities or a Fairer Society. Proposals are now being accepted with a deadline of 8th January 2014. Find out more here
CLINKS MEMBER'S EVENT: building social enterprise consortia
Clinks Member 3SC are hosting a series of regional morning roadshows for social enterprises interested in working in a consortium [28th Nov, Newcastle | 2nd December, Bristol (afternoon) | 4th December, Birmingham | 9th December, Nottingham | 12th December, Leatherhead]. Delegates will have the opportunity to find out about the development of the National Consortium of Social Enterprises, the National Offender Management Service context, hear about the current NOMS/ESF programme from a prime contractor perspective, learn about social impact measurement and, perhaps most importantly, meet like-minded partners. Clinks Member Safe Ground will be holding an event [4th December, London, from £5] that will be “a night of Word, Sound and Poetry featuring the voices of men in prison and people from the local community.” There will be a mini open mic poetry slam, featuring poetry from Dean Atta, Roger Robinson and Deanna Rodger, and live music. CLINKS MEMBER'S EVENT: visit a supported housing scheme for veterans
Cymorth Cymru is running a study tour [27th November, Cardiff, from £55] to a specialist supported housing scheme in Bristol which is run by Alabare specifically for veterans. The visit will allow delegates to visit the home, speak to the manager and residents, discuss the service model and how to adopt similar approaches in Wales with colleagues from Alabare. CLINKS MEMBER'S EVENT: domestic violence film premier
Creating Role Models in Media Enterprise is holding the film premier of 'Some Things' [15th December, London, from £12.50], a film produced by young ex-offenders. The evening includes live performance, spoken work and a champagne reception with cast and crew. The film is about a young girl who becomes caught up in a world of domestic violence, child abuse and bullying. “What happens when you feel betrayed by the very person who is supposed to protect you? What do you do? Who do you turn to? Inspired by true events, this film is about when hope, courage, determination and faith just aren’t enough.” Find out more and book tickets here.

MEMBER’S REQUEST: research into private family visits
Michelle Martin of Clinks Member Families Outside is looking to undertake research to explore a potential structure within the UK Criminal Justice System that would allow extended private family visits (PFVs) in prison. She is keen to make contact with prison staff, academics, and statutory and voluntary sector agencies that may have an interest in this area. PUBLICATION: Police and Crime Commissioners, one year on
To coincide with it being a year since Police and Crime Commissioners (PCCs) were elected, Policy Exchange have produced ‘The Pioneers: Police and Crime Commissioners, one year on’, a collection of eleven essays written by PCCs. The essays are arranged under four themes: Doing more with less; cutting crime; delivering to victims and the public; the future for PCCs. Download the essays here
OFFENDER HEALTH: drug treatment performing well but faces big challenges
Public Health England’s latest report ‘Drug treatment in England 2012-2013’ shows that the overall number of people in treatment has continued to fall, as has the number of people starting treatment for heroin and crack cocaine, particularly among younger age groups. The main challenges for treatment are an ageing population, and the need to respond to changing patterns of drug use. Click here to read the report.
AWARDS: for improving communities using nature in London
Clinks Members Lemos & Crane and City Bridge Trust are awarding a total of £2,500 for projects in London using nature to enhance and improve local communities and the lives of vulnerable or socially excluded people, generating positive outcomes such as health and well-being, new skills and knowledge, new relationships, and a sense of purpose and belonging. Entries will be judged on: Originality; Replicability; Reach; Diversity; and qualitative or quantitative impact. The deadline for entries is January 31st 2014.
