In response to our Member's requests, we've put together a page on the Transforming Rehabilitation agenda, which should prove a handy resource for busy organisations struggling to get their heads around the volume of activity. The page is structured around questions and answers, and includes: What do I need to know? What do I need to do now? What are the proposed timescales? and What training, events and resources are there? The page will be regularly updated, so visit and bookmark it here
CLINKS OPPORTUNITY: register on our Partnership Finder
Are you interested in commissioning and contracting opportunities? Clinks are developing a new web portal to allow commissioners and prime providers to identify Voluntary, Community and Social Enterprise (VCSE) organisations working in criminal justice and rehabilitation. Users will be able to search hundreds of organisations by service provided, size, geographical area, and track record to find their perfect VCSE partners. Look out for more information in future editions of Light Lunch. Registration for the new portal will be linked to our Directory of Offender Services, so take the first step by adding or updating your entry in the Directory now, and register for the MoJ's Prior Information Notice.
CLINKS MEMBER'S NEWS: resolving conflict in young people
Leap Confronting Conflict have published their impact report for 2012. Leap train young people and the practitioners who work with them to develop the skills, understanding and confidence needed to manage conflict, and in 2012 they trained nearly 1,000 young people in conflict management, and over 700 practitioners in conflict resolution. In total, 15,000 young people have benefitted as a result of this training, and the impact report is full of quotes and good news stories from recipients. The overall theme is that violent incidents have decreased, whilst young people's awareness of resolving conflict peacefully has increased. Thomas Lawson of Leap explains: "Leap is determined to halt and reverse the downward spiral that many in our society are facing by listening to and working with them. The results of our work are clear: they learn to put their own brakes on. They transform their own lives." Download the impact report here
CRIMINAL JUSTICE SYSTEM: latest prison factfile published
Clinks Member Prison Reform Trust have launched the Summer 2013 edition of the Bromley Briefings Prison factfile, which focusses on the increasing prison population and the need for community-based solutions. "Opinion polls show strong public backing for measures that reduce crime and disorder from better supervision of young people by their parents to making amends to victims, from mental health and social care to treatment for addictions. It’s time to put prison back where it belongs – as an important place of absolute last resort in the justice system." Download it here
COMMISSIONING: offender employment in Yorkshire
Ministry of Justice are seeking the provision of Prison Enterprise Development and the Improvement of Employment Outcomes for Custody Leavers in Yorkshire and the Humber. The successful provider will be required to work with HMPs Leeds, Wealstun, Askham Grange and New Hall. This requirement aims to support the commissioner's need to improve the financial efficiency of its prison enterprises and have 50% of custody leavers employed or in training on release. The contract period is 12 months, with the option to extend for an additional 12 months, and is valued at £100k. The closing date for submissions is 2nd July at 10am. Find out more here
FUNDING: eliminating discrimination
PROGRESS is the EU employment and social solidarity programme, set up to provide financial support for the European Union's objectives in employment, social affairs and equal opportunities as set out in the Social Agenda. In this call, the European Commission wishes to support activities which tackle at least one of the following groups at risk of discrimination: Ethnic minorities; Persons with disabilities; Older/younger people; Religious minorities; LGBT people. Grants for between €75,000 and €250,000 are available for up to 80% of eligible costs. The deadline for applications is 10th September, find out more here
FUNDING: for aspiring musicians
The Momentum Music Fund is a new financial resource for talented artists and bands to help further their careers. The Fund covers a broad range of contemporary popular genres, including innovative and emerging genres. Individual grants of between £5,000 and £15,000 will be awarded to between 50 and 75 artists/bands over the next two years. Grants can be used to assist with any activity that significantly contributes to the development of an artist or band. The deadline for the first round of the Fund is 28 June 2013. Find out more here
FUNDING: to support young adults in their transition to adulthood
The Barrow Cadbury Trust, which convenes the Transition to Adulthood (T2A) programme (of which Clinks is a partner), is seeking expressions of interest from VCSE organisations for grant funding towards the delivery of services aimed at supporting young adults at distinct points throughout the criminal justice process. These projects are intended to illustrate how a ‘T2A Pathway’ could be delivered. The T2A Pathway sets out ten stages in the criminal justice process at which effective interventions can be made to support young adults involved in crime, including point of arrest, prosecution, sentencing, probation and prison. Up to £150,000 per project is available, for 6 projects each running for three years. Match funding is expected. Find out more here
AWARDS: for social welfare charities
The annual Guardian Charity Awards are open to applications, and seek to recognise and encourage small and medium-sized charities that are improving social wellbeing in its broadest sense by delivering clear benefit to people who are disadvantaged by poverty or disability or are marginalised in some other way. Eligible charities must have been registered in the United Kingdom for more than two years and have an annual income of between £5,000 and £1.5 million. Winners each receive an equal share of the £25,000 prize fund, an iPad mini, one year's free NCVO membership and a tailored package of support from The FSI and Media Trust. The deadline for applications is 19th July. Find out more here
AWARDS: to develop social enterprise
The Santander 2013 Social Enterprise Development Awards are now open for entry, with an increased number of awards available this year. Awards of £50,000, £20,000 and £10,000 are available to organisations working to improve social inclusion, support employment or create a greener environment, along with an extensive business support package. CLINKS MEMBER'S EVENT: community sentences cut crime
'Community Sentences Cut Crime' is the Howard League for Penal Reform's annual conference and Community Programmes Awards [17th July, London, £135] that will discuss the impact the Government’s plans will have on the future of rehabilitation interventions. The conference will also include the Community Programmes Awards 2013 recognising the country’s most successful programmes. There will be an exhibition of all shortlisted projects and a chance for delegates to network and share best practice. HRH The Princess Royal will present the Adult; Women; Children & Young People; Unpaid Work; Restorative Justice; and Education, Training & Employment Awards. Rt Hon Sadiq Khan MP, Shadow Lord Chancellor and Shadow Secretary of State for Justice will be guest speaker. Find out more and book your place here

CLINKS PARTNER'S EVENT: Transforming Rehabilitation
Bates Wells Braithwaite (BWB) are hosting a conference [3rd July, London, £150] aimed at providing practical and detailed guidance for the VCSE Sector on how to engage with the Transforming Rehabilitation programme. The keynote speakers are Nick Hurd MP and Antonia Romeo, Director General for Transforming Rehabilitation at MoJ, with contributions from Martin Kinsella, David Royce and Rachael Byrne. Big Society Capital, Bridges Ventures and Social Finance will address how social investment may enable the Sector to compete in the programme, whilst BWB will provide input on legal issues. TRAINING: for homelessness staff
Sitra are offering free places at a series of half day training sessions [June & July, London] designed for staff and clients of homeless organisations. The sessions will focus on welfare benefits and recent changes, and aims to empower learners to engage with the system and make the most of what is available, whilst also pointing out challenges new and old. GOVERNANCE: trusteeship in a small charity
Being on the board of a small charity can be hugely rewarding, but it comes with strategic and operational challenges. 'Trusteeship in a small charity' is an NPC and Clothworker's Company seminar [1st July, 4-6pm, London, £30] that will explore the roles of trustees in running small charities and how these might differ from larger charities; and offer case studies of charities that have successfully defined roles, maintained strategic direction, coped operationally and managed risk. RESOURCE: starting up a social enterprise
Andrew Cook of Inspire2Enterprise took part in a podcast for the Guardian Social Enterprise Network, covering starting up a social enterprise. Social enterprise startups are rather different from traditional business startups. So what are the best strategies for success when it's not all about money? The podcast features current and past startups, a recent public sector spin out and a crowdfunding platform for social entrepreneurs to get the finance they need to achieve their social goals. Russell Webster has been following the development of Payment by Results (PbR) in the UK very closely and has developed his list of ten critical success factors which should shape the development of PbR schemes. PUBLICATION: desistance in young people
'Desistance by design: Offenders’ Reflections on Criminal Justice Theory, Policy and Practice' explores what helps and hinders young people in the desistance process, why interventions may or may not encourage desistance and what criminal justice and other agencies can do to alleviate the problems which may result in offending. PUBLICATION: briefing on the Antisocial Behaviour, Policing and Crime Bill
The Antisocial Behaviour, Policing and Crime Bill went through its second reading in the House of Commons on Monday 10th June. The Standing Committee for Youth Justice (SCYJ), a coalition of organisations committed to youth justice reform, has put together a briefing on the bill in which it calls for the government to: retain the current definition of ASB; keep the criminal standard of proof test of ‘beyond reasonable doubt’; introduce a pre-order assessment of health, mental health and welfare needs; restrict the reporting of ASB proceedings involving under-18s; remove the possibility of imprisonment as a sanction for breach by under-18s; and delete the mandatory eviction clause. PUBLICATION: best practice for working with families affected by imprisonment
A new Barnardo's report – based on practice learning emerging from two community based services and consultation with parents, children and workers – highlights messages for practice around working with children and their families affected by imprisonment. It is relevant to community-based services and can support mainstream children’s services to effectively address the needs of these children. Download it here
PUBLICATION: new thinking on reducing reoffending
Author, community activist and reformed offender Trevor Hercules has published an article in the latest edition of the British Journal of Community Justice on his concept, the 'Social Deprivation Mindset', which challenges the thinking behind the current approach to addressing recidivism. Clinks Member BTEG has been supporting Trevor in setting up his own charity to support offenders and keep young people away from crime. Download it here

OPPORTUNITY: free strategic planning
The Charity Commission is seeking 25 volunteer charities to take part in a new project examining strategy development, implementation and review. Each charity will receive a free consultation by experienced accountants on its policies, procedures and practices relating to strategic planning, with the collective outcome of the review providing important feedback to the Charity Commission regarding sector practices in this area. The Charity Commission will use the project findings to inform its regulatory approach and identify gaps in the support it provides as part of its wider Review Programme on the risks and challenges facing charities in England and Wales. Charities registered with the Charity Commission and with an annual income of less than £5 million are eligible to take part and will be selected based on geographic location and on a first come, first served basis.
